Difficulties in management
On February 25, in an exchange with a reporter from Lao Dong Newspaper, Mr. Hoang Van Phuc, Chairman of Tuyen Binh Commune People's Committee, said that immediately after the boat capsizing incident occurred in the area, killing 4 people, functional forces and local authorities quickly deployed remedial measures.
The government has conducted a review of all domestic vehicles operating on the Gianh River, thoroughly inspected safety conditions and regulations on the use of boats.
Propaganda and mobilization measures to encourage people to equip themselves with life jackets and life-saving equipment are being promoted, with the aim of raising people's awareness of the importance of ensuring safety when participating in waterway traffic.
At the same time, the government also especially emphasized not carrying more people than prescribed on each vehicle, to avoid unfortunate accidents occurring in the future.
Tuyen Binh Commune People's Committee has requested functional agencies to make a specific list of people's vehicles operating in the area, and at the same time strictly control activities at wharves and yards.

Mr. Phuc also informed that the management of spontaneous people's boats faces many difficulties due to the local characteristics. Tuyen Binh is an area that regularly faces floods, causing people to build boats themselves to serve their living needs and respond to the actual situation.
Therefore, the commune government must strengthen propaganda through many different channels, including people's meetings, loudspeakers and direct inspections at ferry and boat wharves.
Traffic police strengthen control
The Traffic Police Department (CSGT), Ministry of Public Security, has requested functional units to tighten the management and prevention of waterway traffic accidents, especially in areas with tourism and festival activities.
The Department requests the traffic police force to coordinate with commune-level police, functional forces and local authorities to review all tourist and sightseeing spots with waterway activities. Along with that, the force will inspect and strictly control at the beginning and end of wharves, not allowing vehicles that do not ensure safety to participate in traffic.
Grassroots forces will proactively review and compile a complete list of means of livelihood, rudimentary means serving people's living and travel on river and coastal routes, and develop rescue plans ready to respond promptly when incidents occur.
Regarding the incident, on the same day, a representative of the Traffic Police Department of Quang Tri Provincial Police said that after completing the search for the victims, the unit will deploy plans to ensure safety and order on the Gianh River. The area where the incident occurred belongs to the patrol area of the Traffic Police Department, and patrol activities have been maintained regularly, especially strengthened during the 2026 Lunar New Year.
The Traffic Police Department of Quang Tri Provincial Police informed that in the coming time, they will continue to coordinate with local authorities to strengthen patrols and inspections. At the same time, promote propaganda on regulations to ensure waterway traffic safety, especially for small and rudimentary vehicles serving people's daily life and travel.
On February 19 (the 3rd day of Tet), a serious boat capsizing occurred on the Gianh River, the section flowing through Tuyen Binh commune, Quang Tri province.
The incident related to the self-made lifeboat of Mr. Nguyen Van Ha, residing in Tan Hoa village, Tuyen Binh commune, when this boat capsized while moving on the river. The boat was borrowed and operated by Mr. Nguyen Van Tam, 68 years old, carrying 7 family members. The boat capsized, killing 4 family members.
