After Hanoi announced the Master Plan of the Capital with a 100-year vision, many websites, fanpages and "check planning" applications appeared on social networks, attracting public attention.
Some people believe that just accessing these platforms can tell whether their land or house is "involved" in planning or not.
On June 30, in an exchange with the press, Mr. Trinh Quang Dung - Head of Planning, Architecture and Urban Management Department, Hanoi Department of Planning and Architecture affirmed that the information circulating online today is mainly built by outside businesses themselves, with reference to certain data but incomplete and not official.
According to Mr. Dung, functional agencies have discovered some "loopholes" in the system, with external interference and overlapping software installation on the Department's system. Currently, the unit is coordinating to handle and proceed to lock related content.
Representatives of the Hanoi Department of Planning and Architecture said that Hanoi City is just in the stage of preparing the Capital's master plan. After this step, it will continue to implement sub-area planning and detailed planning to serve management and project implementation.
Mr. Dung gave an example, people when viewing the master plan may see yellow or red areas and understand that their land is not in the plan, but this understanding is not accurate. The level of detail of the plan will be expressed according to each level: Master plan, zoning plan and detailed plan.
Detailed planning is the basis with the highest accuracy or at least relatively accurate when considered at the sub-area planning level. The overall plan is only strategic, orienting the development of the Capital, not a tool to directly serve people's needs such as buying and selling houses and land or making red books," Mr. Dung said.
The Hanoi Department of Planning and Architecture currently has planning information software located at the Hanoi Museum. However, this system is still in the trial operation phase, has not been officially deployed and has not been accepted.
It is expected that by December this year, the Department will complete and officially put into operation the planning lookup software, allowing people to access it for free via the website and phone application, with data fully updated to the level of zoning planning in the city.
