Provincial Road 823D has a total length of more than 14km, starting from Duc Hoa District (Long An Province) to Ho Chi Minh City, ending at Hau Nghia roundabout intersection, Duc Hoa District. This is a completely new traffic axis in the Northwest direction, expected to create a breakthrough in regional linkage and socio-economic development of the region.
The project started on December 26, 2021, with the Long An Provincial Investment and Construction Project Management Board as the investor. Currently, the road surface has been completed, and auxiliary items such as sidewalks, trees, lighting systems, and traffic safety are under construction. It is expected that the entire project will be completed and put into operation in December 2025.

Speaking at the ceremony, Mr. Nguyen Van Hung - Director of the Project Management Board - said: Route 823D plays a strategic role, connecting a series of key traffic routes such as Ho Chi Minh Road, National Highway N2, Ring Roads 2, 3, 4 of Ho Chi Minh City, creating favorable conditions for connecting the Eastern, Western provinces and Ho Chi Minh City.
The route still passes through many industrial and urban development areas with great potential but has not yet invested in infrastructure. The construction of route 823D not only contributes to completing the regional transportation system but also opens up great opportunities in industrial and urban development, creating a clean land fund, strongly attracting investors to Long An.

The total investment for the road construction is more than 1,106 billion VND, of which the central budget supports 1,000 billion VND, the rest is from the provincial budget and other legally mobilized capital sources.
In particular, compensation, support and resettlement work was assigned to Duc Hoa District People's Committee as the investor, with a total capital of more than VND 3,745 billion from the provincial budget, district budget and other legal sources.
