Land recovery from more than 200 households and individuals to expand National Highway 1A

Hanoi - Kim Lien Ward will recover land from 8 organizations and about 210 households and individuals to implement the National Highway 1A expansion project.

Kim Lien Ward People's Committee (Hanoi) has just organized a conference to announce the project and policy on compensation, support, and resettlement of the National Highway 1A spatial axis project associated with urban reconstruction and embellishment according to the public-private partnership (PPP) method, the section from Ring Road 1 to Cau Gie intersection in Kim Lien ward.

The National Highway 1A Space Axis project associated with urban reconstruction and embellishment is implemented according to the PPP method (BT Contract), the section from Ring Road 1 to Cau Gie intersection in Kim Lien ward.

The project is about 1.1km long.

The total land area for the project in Kim Lien ward is approximately 52,295.1m2.

Expected completion progress in September 2026.

Representatives of Kim Lien Ward People's Committee said that the areas within the land acquisition boundary include 8 organizations; about 150 households and individuals in 3 old apartment buildings and about 60 households with residential land (totaling 210 households and individuals).

Regarding compensation and site clearance, Kim Lien Ward People's Committee said that the condition for compensation is legal residential land according to the provisions of land law, and legal housing according to the provisions of law.

In addition, support policies include: Support for houses with temporary permits, term permits, expired permits (support 80% of the new construction price according to unit prices); support for illegal houses on compensated and supported land (50% of the new construction price according to unit prices).

Along with that, households are supported to move in the city (10 million VND/land user); temporary residence support when they have not received resettlement land; support for stopping production and business (for businesses and business households).

For agricultural land recovered from over 70% of the allocated agricultural land area, it is supported to stabilize life.

In addition, the ward will reward the progress of site handover from 10 million VND to 30 million VND/land user.

Regarding resettlement policies, people are resettled with land planned in the multi-purpose urban area in Tam Hung commune, Binh Minh commune, Hanoi City.

According to the representative of the investor, the project aims to build and renovate National Highway 1A into a modern and synchronous urban traffic axis that meets current technical standards and regulations, contributing to completing the city's road traffic network according to the master plan with a 100-year vision.

The project also helps strengthen connectivity between the center of Hanoi city and the southern area of the city, ring roads, inter-regional traffic axes as well as southern provinces.

At the conference, organizations, households and individuals with land subject to recovery raised many opinions and recommendations focusing on issues directly related to the rights and interests of people, such as compensation, support, resettlement policies, land recovery scope, project boundary, land price, asset price, conditions for compensation as well as project implementation progress...
