An Phat Dat Residential Area (KDC) Project and urban beautification in Pho Hoa Ward, Duc Pho Town, Quang Ngai Province - was approved by the People's Committee of Quang Ngai Province in principle for investment according to Decision 785/QD - UBND dated September 10, 2018 with an area of 3.85 hectares invested by Tin Loc Phat Investment and Development Company Limited.
According to the Investment Approval Decision of the Provincial People's Committee, the project has a total investment of more than 51 billion VND. The project's goal is to form a synchronous, modern, civilized residential area, meeting the housing needs of the people; at the same time, renovate and upgrade the infrastructure, build a modern urban area, and create beautiful architectural landscapes in the area.
According to the reporter, the investor has completed the site and completed construction of project items such as roads, electricity, sidewalk lighting, etc. Although the site has been completed for many years, no houses have been built yet.
Speaking to Lao Dong Newspaper reporters, Mr. Hoa Binh - a resident whose house is located next to the project site - said that his family gave up 1,000 square meters of rice fields to build the An Phat Dat residential area project.The land area for the residential area was previously rice fields of the people.When the project was approved for investment, the enterprise compensated and supported job conversion for people who had to give up land for the project.However, the project was completed about 5 years ago but is still abandoned.
"I heard that the project has not yet had a red book, so it is not possible to buy, sell, or start building houses" - Mr. Binh said.
Speaking to Lao Dong Newspaper reporter, Mr. Vo Minh Chau - Chief of Office of People's Council and People's Committee of Duc Pho town - said that for An Phat Dat Residential Area Project, the enterprise requested investment policy during the transition period. Actually, it had to auction to select investors, but at that time, they did not fully understand the law, leading to problems. Currently, the land area of the project does not have a red book. This is an investment project outside the budget, still in the implementation period. Regarding the solution for investors, the province will study.
According to the conclusion of the Government Inspectorate, for the An Phat Dat Residential Area Project, the People's Committee of Quang Ngai province approved the investor through the decision on the project investment policy, not selecting the investor through the form of bidding for the project using land, which is a violation of the Law on Bidding. Granting the project investment policy when the provincial housing development plan has not been approved is a violation of the Investment Law and the Housing Law. At the time of deciding to allocate and lease land, the Project was not included in the approved annual district-level land use plan decision, which is a violation of the Land Law.
According to the reporter's source, An Phat Dat Residential Area Project is one of 7 projects with violations, whose information was transferred by the Government Inspectorate to the Ministry of Public Security.
