Many shortcomings in enrollment work
The Inspectorate of the Ministry of Education and Training issued Document No. 07/KL-TTr concluding the inspection on enrollment work; conditions for teaching staff; training program for Hai Phong University of Medicine and Pharmacy.
According to the inspection conclusions, in 2023, the recruitment school exceeded the university's university-level university-level indicators determined by the school by themselves 6.7% but reached 57% of the target determined in accordance with Clause 1, Article 5 of Decision No. 18/2017/QD-TTg; Overcoming the interconnected criteria that both studied nursing by the school self-determined by 5% but reached 55% of the target specified in accordance with Clause 1, Article 5 of Decision No. 18/2017/QD-TTg.
The conclusion of the responsibility belongs to the professional department, the vice principal in charge of training and the principal of the school.
In 2024, the university admission school in the form of health field exceeded 10.4% of the self -defined target, reaching 64.2% compared to the regulations on determining the target; The Nursing industry has both worked and exceeded 12.5% of the self-determined school target but reached 62% of the target determined in accordance with Clause 1, Article 5 of Decision No. 18/2017/QD-TTg. The responsibility of this is a specialized department, Vice Rector in charge of training and school principals.
Next, the conclusion states the contents of the legal subject of the Bachelor of Nursing Bachelor's Training Program, the Preventive Medicine Doctor Training Program, the Pharmacist Training Program, the Medical Testing Training Program, the Maxilla Doctor Training Program are integrated into the General Education Program when developing a training program. The responsibility belongs to the specialized department, the Vice Rector in charge of training and the school principal.
In addition, the Ministry of Education and Training Inspectorate also pointed out the violation of compilation and selection of curriculum. Specifically, the school lacks members of the appraisal council who are scientists outside the training institution for the Council to select books: Population Books; Books to manage common health issues in the elderly in the community; Basic medicine teaching methods prescribed in Clause 1, Article 13 of Circular No. 35/2021/TT-BGDDT. Responsibility belongs to the specialized department, deputy head of the school and the school principal.
Inspectorate recommends handling measures
Regarding the recommendation of a number of handling and correction measures, the Inspectorate of the Ministry of Education and Training requested Hai Phong University of Medicine and Pharmacy:
Review internal documents and regulations of the school, promptly amend, supplement, and promulgate according to authority to comply with the regulations of the Party, State laws and the Ministry of Education and Training;
Implement the determination of targets, organize enrollment, and organize training management in accordance with current regulations of the Ministry of Education and Training;
Review, revise and supplement the nursing bachelor's training program, the Preventive Medicine training program, the Pharmacy training program, the Medical Testing training program, the Dentistry training program, ensuring comprehensive educational knowledge including political theory, law, physical education, national defense and security education according to current regulations;
Review and develop plans and roadmaps to supplement the existing teaching staff to ensure the conditions for training institutions according to the roadmap prescribed in Circular No. 01/2024/TT-BGDDT dated February 5, 2024 of the Ministry of Education and Training promulgating university standards;
Report to the Ministry of Health to propose a plan to determine working time, main responsibility/concurrent work of permanent lecturers according to Decree No. 111/2017/ND-CP dated October 5, 2017 of the Government regulating the organization of practical training in health sector training (Decree No. 111/2017/ND-CP dated October 5, 2017) as a basis for determining enrollment and training targets and ensuring training for health sector training institutions.
In addition, Hai Phong University of Medicine and Pharmacy needs to organize a review and clarify the responsibilities of organizations and individuals under the school's management that have caused the above shortcomings according to the law.
For the Ministry of Health, advise competent authorities to clearly stipulate working hours and workloads for main/current jobs of permanent lecturers according to Decree No. 111/2017/ND-CP dated October 5, 2017.
