The fee level for parking activities ranges from 50,000 - 350,000 VND/m2 per month. Other activities apply a fee level from 20,000 - 100,000 VND/m2. The city once expected revenue from exploiting roadbeds and sidewalks to reach nearly 800 billion VND per year, supplementing the budget for maintenance and repair of traffic infrastructure.
However, the actual implementation is quite slow. By May 2024, District 1 (formerly) was the first locality to pilot sidewalk rental as a business service point. After that, the model was expanded to Districts 3, 4, 8, 10 and 12 (formerly).
According to a report by the Ho Chi Minh City Department of Construction, as of July 2025, the total fees collected were only about 8.5 billion VND, much lower than initial expectations.
By November 2025, Ho Chi Minh City will officially abolish Decision 32/2023/QD-UBND. Currently, the temporary use of roads and sidewalks is only considered in 5 groups of cases including: Serving political, cultural - sports events; preventing and overcoming natural disasters, rescue, fire and explosion, epidemics; construction of works; organizing funerals, weddings and parking when really necessary.
According to records, currently some sidewalk areas in Ho Chi Minh City are still arranged as parking spots to serve the essential needs of people. For example, the sidewalks of Cong Xa Paris and Hai Ba Trung streets are used to park vehicles for readers to Ho Chi Minh City Book Street; the sidewalks of Tu Xuong street serve people to Ho Chi Minh City Eye Hospital; Nguyen Chi Thanh, Thuan Kieu, Ly Thuong Kiet streets are organized to park vehicles for people to Cho Ray Hospital and University Medical Center Hospital HCMC campus 2.
In addition, Ho Chi Minh City currently maintains the collection of car parking fees on 20 roads in districts 1, 5 and 10 (formerly) according to Resolution 01/2018/NQ-HĐND. The collection of fees is carried out through technology, without using cash. The parking fee is calculated by the hour, the lowest from 20,000 - 25,000 VND for the first hour depending on the type of vehicle. However, after many years of implementation, the operation of collecting car parking fees on the road has not yet achieved the expected efficiency when the revenue is not enough to cover the operating costs of the system.
