The information was announced by Lieutenant Colonel Ho Duc Thien - Deputy Head of the Department of Administrative Management of Social Order (PC06), Ho Chi Minh City Police - at a regular press conference on the afternoon of May 7.
According to the Ho Chi Minh City Police, from January 16 to now, police forces at all levels have maintained daily deployments, coordinated propaganda, mobilization and handled violations related to urban order throughout the area.
The commune-level police have organized more than 24,000 patrols, made records and handled more than 33,000 violations with a total fine of nearly 29 billion VND. Many cases have had vehicles and documents temporarily seized.
Notably, through the process of propaganda combined with handling, about 70% of roads and locations with complex urban order have been transformed. The situation of spontaneous markets has decreased by about 50%.
In hospitals and schools - places where street vendors often gather and illegal parking occurs - the situation has also clearly changed. In some areas around central hospitals, sidewalk encroachment has decreased by nearly 80%.
According to Lieutenant Colonel Ho Duc Thien, to ensure livelihoods for small traders when handling violations, Ho Chi Minh City is implementing many solutions in a harmonious direction, avoiding sudden impacts on people's lives.
In which, functional forces prioritize propaganda and reminders before handling violations. At the same time, Ho Chi Minh City is studying planning suitable business models such as night markets, pedestrian streets, and concentrated business areas to create stable trading space for people.
This is considered a long-term solution to both ensure urban aesthetics, environmental sanitation, and meet the livelihood needs of small businesses.
At the same time, functional units also coordinate to review the circumstances of each case to have appropriate support directions. For poor street vendors, the locality will consider supporting loans and career change if needed.
PC06 leaders believe that to effectively handle sidewalk encroachment in the long term, there needs to be synchronous coordination between infrastructure planning, urban management and ensuring social security.
Ho Chi Minh City Police determined that the re-establishment of urban order will not be carried out in a short-term campaign style but will be maintained regularly and continuously to create sustainable changes.
