On June 23, information from Thanh Hoa Provincial Police said that functional forces had administratively fined 20 million VND for the owner of Trung Moi parking lot, Sam Son ward, related to improperly collecting parking fees and unprecedented behavior towards tourists.
Previously, on the morning of June 22, after receiving feedback on social networks about a parking lot in the Hon Trong Mai scenic area, Sam Son ward collecting fees not in accordance with regulations, the Director of Thanh Hoa Provincial Police directed professional departments to coordinate with Sam Son Ward Police, market management forces and related units to urgently verify and clarify.
Through inspection, functional forces worked with Mr. Le Minh Tan, born in 1981, representative of Trung Moi parking lot management; Ms. Van Thi Hau, born in 1954 and Ms. Le Thi The, born in 1963.

According to initial verification results, at about 6 am on June 21, a 29-seater passenger car was traveling from Doan Thi Diem street to the Trung Moi parking lot area. After about 3 minutes, the car turned around and stopped on the road to drop off passengers.
At this time, Ms. Van Thi Hau and Ms. Le Thi The came to request the driver to pay 40,000 VND for parking fees. The driver did not agree because he thought the car was not parked in the parking lot, but only turned around and dropped off passengers outside.
After that, the parking lot side continued to propose collecting 20,000 VND for the reason of "opening business". The two sides argued. During the exchange of words, Ms. Hau used a wooden stick to tap the car body. After that, a passenger gave 20,000 VND and the matter ended.


Trung Moi parking lot is a vehicle gathering point serving visitors to Hon Trong Mai scenic spot, operating since 2011 with the registered business being parking services. The listed price ranges from 25,000 VND to 50,000 VND, depending on the type of vehicle.
However, during the inspection, functional agencies discovered that the parking lot had some violations, including the fact that some vehicles entered and exited the parking lot but were not issued tickets as prescribed.
Lieutenant Colonel Nguyen Quoc Khanh - Head of Sam Son Ward Police said that after receiving feedback, the unit has advised the Chairman of the Ward People's Committee to establish an inter-sectoral inspection team including representatives of the Ward People's Committee, Ward Police, market management forces, urban rules and related units to conduct actual inspections.
Initial inspection results determined that during operation, the representative managing the parking lot did not fully implement the contents of commitments to the locality; some individuals participating in parking arbitrarily collected money not in accordance with regulations, did not fully implement the ticket issuance process and did not ensure a culture of behavior towards tourists.

Based on current regulations, Sam Son Ward Police have advised the Chairman of the Ward People's Committee to issue a decision to sanction administrative violations against the parking lot owner with a fine of 20 million VND.
Regarding Ms. Van Thi Hau and Ms. Le Thi The, Sam Son Ward Police are continuing to clarify their roles, responsibilities and relationships with the parking lot management unit. In case of determining illegal acts or arbitrarily collecting money against regulations, they will be handled according to regulations.
Representatives of Thanh Hoa Provincial Police said that from the beginning of the summer tourism season of 2026, the police force has coordinated to handle many cases of "overcharging", soliciting tourists and violations in service business activities.
Thanh Hoa Provincial Police requests people and tourists, when detecting acts of illegal toll collection, price gouging, soliciting, causing insecurity or uncivilized behavior in service activities, to promptly report to functional agencies for reception and handling.
