Requirement to submit before December 31, 2025
On November 18, speaking with a reporter from Lao Dong Newspaper, Mr. Doan Ngoc Nhan - Vice Chairman of Nam Trach Commune People's Committee (Quang Tri Province) said that the locality had just organized a working session with the Party Cell, leaders of Quyet Tien Residential Group and related individuals to resolve the content of Conclusion No. 18/KL-UBND of Viet Trung Farm Town People's Committee (formerly).
At the meeting, after listening to reports and opinions from all parties, the commune leaders requested Mr. Phan Dinh Hung - former Head of Quyet Tien Residential Group to return the difference in revenue exceeding the assigned plan of 77,780,000 VND. The deadline for submission to the People's Committee of Nam Trach commune is set before December 31, 2025. This amount will then be paid by the commune to the State budget in accordance with regulations.
The commune leaders also assigned the old residential group to review households that have not fulfilled their budget payment obligations for the period 2022-2024. This list will be handed over to the leaders of the new Residential Group to continue to mobilize the fulfillment of obligations according to regulations.
Disciplining the leader
As reported by Lao Dong Newspaper, many people have reported being charged money even though they are exempted from the exemption. A household with only mother, child and one grandchild and daughter who have been working away for 6 years, and are past working age, will still receive 1.91 million VND in 2024. Meanwhile, according to the list of exemptions sent to the People's Committee of the town, this family should not have to contribute.
In another case, a woman who is past working age and has two children in school also asked for a discount but was not accepted. In 2022 and 2023, she still has to pay more than 1.7 - 1.8 million VND/year. The unusual thing is that by 2024, she was informed that she was eligible for a reduction and only had to pay 410,000 VND, even though her family's circumstances did not change.
The People's Committee of Nong Truong Viet Trung town also discovered that in 3 years (2022, 2023, 2024), the residential group had planned to mobilize people's contributions that were not in accordance with the actual report to the People's Committee of the town.
For the mobilization for infrastructure construction, the number of households receiving fees higher than the approved plan is up to 91 households, with the total revenue exceeding 83.78 million VND. Of these, the residential group collected 3 households that were not subject to payment, the amount of violations was 6 million VND.
In response to this violation, the People's Committee of the town requested the Quyet Tien residential group to review the list, publicize the mobilization plan and ensure that the right subjects are exempted and reduced. At the same time, the difference in the collection of 77.78 million VND (after deducting 6 million VND collected from the wrong subjects) must be returned to the town budget.
The People's Committee of Nong Truong Viet Trung Town has also decided to remove Mr. Phan Dinh Hung from the position of Head of Quyet Tien Residential Group for violations in leadership, management and operation.
The town Party Committee also disciplined Mr. Hung - Deputy Secretary of the Quyet Tien Party Committee with a reprimand for lack of responsibility, collecting and spending in violation of principles, collecting and spending in violation of regulations, and using money exceeding the plan.
At the same time, the Town Party Committee disciplined Mr. Tran Quoc Van - Secretary of the Quyet Tien Party Committee with a reprimand. Mr. Van was determined to be irresponsible in leadership, direction, and supervision, allowing violations in the work of mobilizing voluntary contributions from the people. These violations have reduced the reputation of the individuals and organizations where the two men work.
