Collection of educational services in Nghe An: Urgent review, not to collect incorrectly

On January 27, 2026, the People's Committee of Nghe An province issued Document No. 912/UBND-VX on rectifying the collection of services in the field of education in the province.

Accordingly, the Provincial People's Committee assigned the Department of Education and Training of Nghe An to preside over and coordinate with relevant departments and branches to urgently advise on a new draft resolution replacing Resolution No. 31/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council, ensuring compliance with Decree 238/2025/ND-CP and the direction of the Provincial People's Committee in Official Dispatch No. 11585/UBND-VX dated October 27, 2025.

The Provincial People's Committee requests to organize a review and inspection of service fees to serve and support educational activities at public educational institutions (except for enrollment services), strictly handle violations in revenue and expenditure management; report the results to the Provincial People's Committee before 5:00 PM on January 29, 2026.

Chairmen of People's Committees of communes and wards are assigned to preside over the implementation of inspections for educational institutions under their authority, coordinate with the Department of Education and Training to summarize and report before 5:00 PM on January 28, 2026.

The rectification aims to ensure the rights of students and parents, while strengthening discipline and financial transparency in the education sector.

Previously, public opinion reflected that some fees were not in accordance with regulations, focusing on life skills learning, enhancing English with foreign teachers, boarding services, and meal money. After parents' opinions, the government and the education sector have requested schools to review, adjust and re-publicize.

According to the guidance of the Department of Education and Training, in the 2025-2026 school year, service fees are only implemented based on the needs of students, with the consent of parents and in accordance with actual conditions. The fees include: teaching 2 sessions/day; organizing boarding; caring for and nurturing children on holidays and summer days; enhanced education programs and activities and services serving students.

Educational institutions must publicly announce in writing or clearly list the content, collection level, subjects, purposes of use and expenditure content; implement the extension of collection time, not collect multiple items at the same time; encourage exemption and reduction for policy students and students in difficult circumstances.

The Department of Education and Training requests to strengthen the supervisory mechanism between the school and the parents' representative board. In case of errors, the head of the unit is fully responsible for revenue and expenditure within the management scope.
