People who are receiving monthly pensions can completely change the place of receiving pensions from this province or city to another province or city when they need to move their residence or want to receive pensions in a more convenient locality.
According to Article 82 of the 2024 Law on Social Insurance, people who are receiving monthly pensions and social insurance allowances and wish to change their place of receipt due to moving to a domestic residence must send a written request to the social insurance agency that is paying.
After receiving the request, within 5 working days, the social insurance agency is responsible for considering and resolving the change of pension receiving place. In case of non-resolution, the social insurance agency must respond in writing and clearly state the reason.
Thus, current law allows pensioners to transfer their pension receiving place from one province to another when needed. Pensioners only need to carry out the procedure of sending a written request to the social insurance agency where they are paying for consideration and settlement according to regulations.
This regulation contributes to creating favorable conditions for pensioners in cases of moving places of residence and living with relatives or having a need to receive pensions in other localities, ensuring that payments are carried out continuously and in accordance with regulations.
People currently receiving pensions who need to change the place of receiving the pension only need to prepare a document requesting to change the form of receiving or the place of receiving the monthly pension and social insurance allowance according to regulations.
According to Decision 863/QD-BNV in 2025, the dossier for carrying out procedures to change the place of receiving pensions includes a written request to change the place of receiving pensions.
Pensioners can submit dossiers directly, online or through postal services to the competent social insurance agency.
Within 5 working days from the date of receipt of the valid dossier, the social insurance agency is responsible for resolving and notifying the beneficiaries of the results. In case of non-resolution, the social insurance agency must respond in writing and clearly state the reason.
According to regulations, this procedure does not charge a fee and applies to people who are receiving monthly pensions or social insurance allowances and have a need to change the place of receipt due to moving residence in the country.
