Large amount of outstanding debt
According to information from Quang Tri Provincial Tax Department, by June 30, 2025, the total tax debt of the whole province will reach VND 2,306.8 billion. Of which, the debt that can be collected is VND 2,165.3 billion, the rest is debt that is difficult to collect at VND 118.8 billion. Although it has decreased by more than 27% compared to the same period in 2024, the absolute figure is still very large, significantly affecting the budget balance.
Business Support Management Department 1 said that debt collection is facing many difficulties when a series of businesses in the area are facing financial difficulties, slow project implementation or lack of liquidity.
Notably, the group of enterprises operating in the field of mineral exploitation and resort real estate accounts for a large proportion of debt. Many commercial housing projects also have large land use fees pending but have not paid on time.
In addition, the compliance with tax laws of some enterprises is not serious, the situation of intentional cucumber rope and tax appropriation is still common. The coordination between sectors in debt handling and enforcement is also not synchronous, causing the recovery efficiency to not be as expected.
Since the beginning of the year, the provincial Tax Department has issued more than 649,000 notices of urgency, 1,354 enforcement decisions with a total amount of more than 1,782 billion VND. It is noteworthy that in the first 6 months of the year, the total debt collection reached VND 1,543 billion, contributing significantly to the budget revenue.
Strengthening tax enforcement
Speaking to Lao Dong Newspaper reporter, Deputy Head of Quang Tri Provincial Tax Department Vu Quoc Dung said that to completely handle tax debts, the Tax sector is synchronously implementing many measures, from propaganda, policy guidance to enforcement measures according to the law.
The industry pays special attention to publicizing the list of enterprises with large tax debts, showing signs of cucumber in the media. At the same time, closely coordinate with local People's Committees to verify, urge and handle.
"We have assigned periodic debt collection targets, carefully analyzed each unusually arising debt, thereby applying timely enforcement measures such as account extraction, notification of invoices no longer valid, temporary suspension of exit...", Mr. Dung said.
The Tax Department also coordinates with the Department of Agriculture and Environment, the Department of Finance, and the State Treasury to collect debts through activities such as granting mineral exploitation licenses, approving project investment, deducting payment sources from the budget, etc.
One of the key solutions is to reorganize the Steering Committee against budget losses, and at the same time organize direct inspection teams at enterprises with large tax debts to urge and handle them on the spot.
According to Deputy Head of the Provincial Tax Department Vu Quoc Dung, to effectively collect tax debts, synchronous coordination is needed between the tax sector and competent authorities. In addition to professional measures, the role of propaganda and mobilization to raise awareness of businesses and taxpayers is also very important.
We identify the task of collecting the state budget not only as a number, but also as ensuring fairness and discipline in the implementation of tax laws by taxpayers. Resolutely implementing measures to recover tax debts and enforce tax debts to ensure state budget revenue, which is a necessary step to maintain national financial discipline, Mr. Dung emphasized.
