On the afternoon of July 29, the Central Committee of the Vietnam Fatherland Front held a conference to give comments on the project to reorganize and streamline mass associations assigned by the Party and the State.

Ms. Ha Thi Nga - Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front chaired the Conference.

Attending the conference were Ms. Nguyen Thuy Anh - Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Commission; representatives of the Central Propaganda and Mass Mobilization Commission, the Central Party Office, the Ministry of Home Affairs, relevant ministries and departments, leaders of the Vietnam Fatherland Front Committee of Hung Yen province, Ninh Binh province, Hanoi city, and leaders of 30 Mass Associations assigned by the Party and State.

In recent years, the Party and the State have issued many policies and resolutions to perfect the organization of the political system in the direction of streamlining, effectiveness and efficiency. For mass organizations, the requirements for arrangement, innovation, and improvement of the quality of activities have been specifically mentioned in a number of important directives. Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee clearly identified "Reviewing and rearranging associations and associations; overcoming the situation of organizing many unnecessary associations, operating ineffectively or overlapping in functions and tasks; gradually reducing and moving towards ending regular funding from the State budget for ineffective associations".

Conclusion No. 102-KL/TW dated September 22, 2014 of the Politburo on mass associations also determined the viewpoint: Only organizing and assigning tasks to associations is truly necessary, with a wide and practical scope of impact on social life. This shows that implementing the policies of arranging and streamlining mass associations assigned by the Party and the State is an urgent task to concretize the direction of the Central Government.

At the 11th Central Conference of the 13th tenure, the policy of arranging, streamlining, and merging the apparatus of the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned by the Party and the State was agreed upon. Accordingly, socio-political organizations and 30 mass associations are rearranged according to the model under the Central Committee of the Vietnam Fatherland Front, reducing units, avoiding overlapping tasks and improving operational efficiency.

Also in Conclusion No. 174-KL/TW dated July 4, 2025, Conclusion No. 177-KL/TW dated July 11, 2025 and Conclusion No. 178-KL/TW dated July 17, 2025 of the Politburo on continuing to improve and reorganize district and commune-level administrative units, in which the Party Committee of the Vietnam Fatherland Front and central organizations are assigned to continue reviewing and streamlining mass associations assigned by the Party and State in the direction of reducing the number of associations, streamlining the internal apparatus, eliminating intermediary units, and operating practically and effectively.

From the above issues and requirements, the development of a Project to reorganize and streamline mass associations assigned by the Party and the State is very necessary to concretize the Party's policies, meet practical requirements in the current period to ensure consistency and unity with the arrangement and streamlining of the Party and State's organization and apparatus to operate effectively, efficiently and efficiently from the Central to the grassroots level.

Speaking at the conference, Vice President Ha Thi Nga emphasized that the conference is an opportunity for delegates to discuss, promote democracy, gather intelligence, listen to responsible and enthusiastic opinions, and evaluate objectively, scientifically and comprehensively the system of mass organizations assigned by the Party and the State.

Vice President Ha Thi Nga stated that the Project is built in the spirit of reducing units, streamlining organization, and innovating the methods of operation assigned by the Party and State to ensure both inheritance, stability, and breakthrough, development, effectiveness, and practicality based on 4 viewpoints, 5 principles, and 6 criteria, specifically: Criteria of necessity according to the country's development strategy; Criteria of overlapping functions and subjects; Criteria of scale of activities and scope of influence; Criteria of financial and human resource autonomy; Criteria of historical factors and international commitments and criteria associated with the characteristics of the mass group.

To ensure the project's feasibility and effectiveness, Vice President Ha Thi Nga suggested that, with a frank, objective and responsible spirit, the delegates present propose practical solutions so that the Project is truly a strong transition, contributing to improving the effectiveness of the activities of associations in implementing major policies of the Party and laws of the State, contributing to firmly consolidating the great national unity bloc.

At the Conference, delegates focused on discussing the viewpoints, principles, and criteria for arranging and streamlining mass associations; classifying associations according to groups of functions and tasks; scale, scope of influence; specificity; financial autonomy; international commitments...; organizational plans after the arrangement; changes in approaches in management and association activities compared to the previous period; difficulties, challenges and proposed solutions in organization and implementation.

Accepting the opinions of delegates attending the Conference, Vice President Ha Thi Nga said that the Standing Committee of the Central Committee of the Vietnam Fatherland Front will continue to complete the Project to submit to the Politburo for consideration and decision before August 31, 2025 so that when the Project is approved, the activities of mass organizations assigned by the Party and the State can operate effectively, further promoting the role of associations in the coming time.

The consensus of delegates attending the Conference will create motivation for the Standing Committee of the Central Committee of the Vietnam Fatherland Front to complete the project on schedule, Vice President Ha Thi Nga emphasized and hoped that in the coming time, she will continue to receive more enthusiastic and responsible opinions from experts, scientists, and leaders of Associations assigned by the Party and the State to reorganize and streamline the apparatus to ensure the political foundation, legal and practical foundation, creating a solid foundation for the country to enter a new era, and the people will have a prosperous and happy life.
