Slow construction of provincial road restoration
Lao Dong Newspaper received feedback from people in Ban Moi village, Binh Trung commune, Cao Loc district, Lang Son province about "borrowing" the road but not returning it.
According to local residents, the provincial road (DT) 235C, the section passing through Ban Moi, after being raised to serve the construction of the water storage item of the Khanh Khe hydropower dam, has not been restored, making people's lives difficult.
Present here, according to the reporter's records, the main route connecting National Highway 1B with about 400 households in Binh Trung commune, Cao Loc district, is full of potholes, large and small, some places are as deep as half a motorbike's wheel, creating dangerous traps.
Talking to reporters, Ms. Hoang Thi Tien (Ban Moi village, Binh Trung commune) said: "Previously, the dam area was rice fields, the roadbed was also lower than 1m, spacious and flat. However, up to now, after raising the roadbed, on sunny days, the dust is everywhere, every time a vehicle passes, pedestrians have to squeeze to the side. During the rainy season, the road surface turns muddy, the wheels sink deep, and some sections of water accumulate, forming "little gaps" in the middle of the road, making travel extremely difficult.
According to Ms. Tien, before Tet, Khanh Khe Hydropower Plant has just spread a layer of thick layer on the road surface to cover the potholes, but now, the road surface has returned to its original state, with lost space and uneven stains.
People said that the road section of about 400-500m long, which was previously degraded, was spacious and was a vital route for trade and trading. In 2022, when Khanh Khe Hydropower Plant constructed the water storage and raising the roadbed, this unit did not restore the original state.
Not only upset about the road being "borrowed" but not yet being refunded, Mr. Au Van Bao also reflected that every rainy season, the water from the dam of Khanh Khe hydropower plant rises, causing erosion and landslides in part of his yard.
Pointing to the increasingly deep erosion, Mr. Bao said: "We have repeatedly petitioned the hydropower plant to support materials to build a solid embankment, helping us feel secure living, but we have not received a response."
Enterprises repeatedly fail to fulfill their promises
Mr. Hua Anh Tuan, Head of the Economic - Infrastructure Department of Cao Loc district - said: "Since the end of 2023, the People's Committee of the district has directed the Economic - Infrastructure Department to coordinate with relevant units to completely handle people's petitions.
Based on the actual survey, the Economic - Infrastructure Department has issued documents urging and requesting Khanh Khe Hydropower Joint Stock Company to urgently construct the refund. However, due to land disputes of some households living along the road, the construction of this road cannot be carried out".
According to Mr. Tuan, by the end of 2024, after land disputes were resolved properly, the unit continued to urge and request Khanh Khe Hydropower Joint Stock Company to quickly restore the road surface for people to travel conveniently. "The company has also committed to implementing it in early 2025. However, due to some reasons, the project has not been implemented yet" - Mr. Tuan shared.
Regarding the reason for the delay in returning the road surface, speaking with the press, the leader of Khanh Khe Hydropower Plant said that it was due to problems related to 3 households living along the road having land disputes. In early October 2024, immediately after the land dispute was resolved, the company had a construction plan and signed a contract with the contractor, Lang Son Traffic Management and Construction Joint Stock Company, for implementation. However, due to the impact of the weather as well as the problem of arranging human resources of the contractor, the construction will be carried out after March 2025.
