In the evening (from 8pm onwards), on some streets in the central district of Da Nang city, especially Le Duan street, there are many lottery ticket sellers, street vendors with all ingredients and ages, including disabled people who often sit and sell at intersections and crossroads with traffic lights.

Even on the Han River bridge, there was a situation where some people were selling lottery tickets and street vendors from 10pm to 0am the next day.

According to records, every time the traffic light turns red, many people are stopping their vehicles waiting for the traffic light to signal that they have bought lottery tickets, or standing there for quite a while to choose the number they like, causing traffic insecurity. More dangerously, when motorbikes are allowed to turn right, if not paying attention, it is easy to collide with both the person stopping the vehicle to buy and the lottery ticket seller.

Mr. Dinh Minh Phong (Son Tra District) said: "Almost a few days ago, I went to pick up my child for extra classes. At the Le Duan - Nguyen Chi Thanh intersection, the red light was allowed to turn right, I almost collided with a person who stopped to buy lottery tickets, luckily I was able to avoid it in time, otherwise the accident would have happened."

It is known that lottery ticket sellers are mostly poor people and have difficult circumstances, but buying and selling lottery tickets like this spoils the urban beauty and traffic safety because it is very dangerous. Da Nang has long been known by domestic and international tourists as a tourist city, a livable city.
Therefore, the authorities also need to have solutions to rectify this situation so that they can both ensure social security and maintain urban aesthetics and traffic safety.
