According to Resolution No. 74/NQ-HDND dated December 8, 2025 of the City People's Council on the city's socio-economic development plan for 2026, the list of key projects for 2026 includes 31 projects. In Document No. 553/BQL-PTDA dated April 24, 2026, the Project Management Board for Investment in Construction of Transport Works proposed to remove 1 project from the List of key projects, which is the Project to invest in building the western intersection of the city and Vo Nguyen Avenue extended adjacent to Gia Binh airport. Reason: According to the direction of the City People's Committee in Document No. 133/VP-TB dated April 7, 2026, the Project Management Board is studying the Ring Road I in the West Hai Phong area according to the plan to reduce and divert traffic, organize, and ensure traffic safety for National Highway 5. Therefore, the study of building the western intersection of the city will be implemented after agreeing on the plan to build Ring Road I. At the same time, this is a project passing through 2 localities, it is necessary to carry out procedures to report to
Among the 30 key projects, the city has inaugurated the project to invest in the construction, repair, and embellishment of the Ben K15 relic complex, Do Son ward (inaugurated on the occasion of the 71st anniversary of Hai Phong Liberation). In addition, 2 projects are expected to exceed the Q2 target; 18/30 projects are expected to complete the Q2 target. 8/30 projects are expected not to complete the Q2 target, striving to complete the 2026 target. Among the 30 projects, one project has not determined its progress, which is the project to invest in the construction of a domestic solid waste treatment plant using waste burning technology for electricity generation in Dinh Vu, Hai An. The reason is that the city is waiting for opinions on the feasibility of the project from functional agencies.
Regarding the settlement and handling of backlog projects, according to Plan No. 51/KH-UBND, the city has 151 projects and works that need to be focused on removing and resolving. Up to now, 38/151 projects have been completed removing difficulties and obstacles (including: 28 projects under the authority of the City People's Committee; 10 projects under the authority of the Commune-level People's Committee); plans have been developed to solve difficulties and obstacles for 103/151 projects (including: 66 projects under the authority of the City People's Committee; 37 projects under the authority of the Commune-level People's Committee). The remaining 10 projects have identified plans and proposed to seek opinions on handling plans.
At the regular meeting in June 2026, Chairman of Hai Phong City People's Committee Do Thanh Trung requested localities to focus on accelerating the disbursement of public investment capital; removing bottlenecks in construction price index, site clearance, resettlement, and project adjustment.
The Chairman of the City People's Committee requested to review all outstanding projects, social housing projects, centralized waste treatment areas, real estate facilities and projects facing difficulties to focus on thoroughly handling them, creating new resources for growth.
