The investment project to build the functional service area of Dai An Industrial Park expansion (Accommodation for workers and experts) is one of the rental accommodation projects serving workers, laborers and experts in the industrial park; contributing to ensuring social security, attracting and stabilizing high-quality human resources, improving the competitiveness and investment attractiveness of the city.
The project is invested by Dai An Industrial Park Infrastructure Development One Member Limited Company at Lot DV3, DV4 of Dai An Expanded Industrial Park, Tu Minh ward. The project is implemented with a scale of 4.28 ha, total investment of about 1,111 billion VND, including 7 10-story accommodation buildings with a total of 1,074 apartments for workers to rent, 14 3-4-story commercial service buildings with a total of 55 apartments for experts to rent... It is expected that in the fourth quarter of 2027, the project will be completed and put into use according to each independent construction item.
Speaking at the groundbreaking ceremony, Mr. Le Anh Quan - Standing Vice Chairman of Hai Phong City People's Committee - emphasized that the city has been and is implementing 67 social housing projects with a total scale of about more than 85,000 units. It is expected that the number of completed units put into use in the period 2021-2030 will reach about 73,500 units, equivalent to 140% compared to the target assigned by the Government (49,400 units). Specifically for the rental housing segment, the market has initially formed with 15 projects with apartment funds for rent, providing a total of about more than 4,900 apartments.
To date, 744 apartments have been completed, meeting the conditions for putting into use, and 605 apartments are being operated for stable rent, promptly meeting the practical housing needs of the people.

The groundbreaking event of the dormitory project for workers and experts today is the starting step for implementation according to the policy and direction of the Central Government and the city on implementing rental housing projects.
To ensure that the project is completed soon, put into effective use and truly become a solid foundation for laborers, the city requests the investor and construction contractors to focus maximum manpower, materials and equipment to organize construction. The implementation process must strictly comply with construction regulations and standards, ensure labor safety, fire and explosion prevention and environmental sanitation to be determined to put the project into operation on schedule, ensuring the best quality.
Departments, agencies, branches of the city and local authorities continue to accompany and closely coordinate to promptly remove difficulties and obstacles, creating favorable conditions for the Project to be implemented smoothly.
The Department of Construction and relevant agencies continue to urgently advise on the implementation of the Plan to develop rental housing in the city according to 4 groups including commercial housing, policy housing, public housing and rental housing, ensuring progress and in accordance with the guidelines and resolutions of the Party Central Committee, the Government, the Prime Minister, and the City Party Committee. In which, soon form synchronous rental housing areas with full infrastructure, services, and public utilities with many types of rental apartments: from dormitories, single apartments, family apartments and diverse in users such as: workers, civil servants, public employees, armed forces, experts, businessmen...
