On the morning of September 21, at the 5th session (specialized session) of the 11th Ho Chi Minh City People's Council, the Ho Chi Minh City People's Committee submitted a report on introducing personnel for the Ho Chi Minh City People's Council to elect Vice Chairman of the Ho Chi Minh City People's Committee.
Accordingly, Mr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Development Research Institute, was introduced to the Ho Chi Minh City People's Council to elect him to hold the position of Vice Chairman of the Ho Chi Minh City People's Committee.
Dr. Truong Minh Huy Vu (42 years old, from Go Cong Dong district, Tien Giang province, now Dong Thap province) holds a doctorate in International Political Economy; a master's degree in Sociology - Globalization, Internationalization and Management; a bachelor's degree in Social Sciences - European Studies and advanced political theory.
Mr. Truong Minh Huy Vu has a career in teaching, research and management at Vietnam National University Ho Chi Minh City.
In December 2022, Mr. Vu was elected as Deputy Director of the Ho Chi Minh City Institute for Development Studies. In August 2024, he was appointed as Director of the Ho Chi Minh City Institute for Development Studies.
From October 2025 to now, Mr. Truong Minh Huy Vu has successively been a member of the Executive Committee of the Ho Chi Minh City Party Committee for the term 2025 - 2030, Chairman of the Executive Agency of the Vietnam International Finance Center in Ho Chi Minh City, and a National Assembly deputy of the XVI term.
Speaking at the opening of the session, Mr. Vo Van Minh - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council said that the Ho Chi Minh City People's Council will consider and decide on 38 contents, including 29 draft legal normative resolutions and 9 draft individual resolutions.
Notably, there are 24 draft resolutions concretizing and organizing the implementation of the Law on Urban Development. The resolutions have a wide scope of regulation, related to many important areas and contain many new contents.
In which, the Ho Chi Minh City People's Council will consider resolutions on the overall plan of the City; urban and rural planning; architectural planning; underground space planning; development area planning according to public transport orientation; management, exploitation and development of underground works.
Another noteworthy content is the draft resolution stipulating the criteria, conditions, order, and procedures for implementing compensation, support, and resettlement projects before approving investment policies.
According to the Chairman of the Ho Chi Minh City People's Council, these are contents closely related to the organization of development space, management and effective use of land and infrastructure resources, and at the same time shaping urban development methods of the City in the coming time.
In addition to the group of resolutions on urban development, the session also considered many mechanisms and policies in the fields of education and training, health, science and technology, innovation, digital transformation and entrepreneurship.
The Ho Chi Minh City People's Council will also consider policies to support medical examination and treatment costs for some vulnerable and disadvantaged groups; support medical staff and health insurance for blood donors; expand the subjects, conditions for participation and electricity purchase and sale mechanisms; stipulate funding for training, fostering, and training for cadres, civil servants, public employees and workers under the city's management.
Regarding investment projects, the session is expected to consider the policy of investing in urban embellishment projects in the South bank of Doi canal; completing the infrastructure of the Northwest Solid Waste Treatment Complex of the City; assigning the managing agency to implement the Rach Doi bridge construction project; changing the purpose of forest use to implement the Ben Thanh - Can Gio railway line project and the project to renovate, upgrade, and expand Nguyen Van Linh road in Con Dao special zone.
Mr. Vo Van Minh requested the City People's Council delegates to carefully assess the necessity, urgency, investment efficiency, resource balance capacity, progress and implementation plan for each project; and consider the impact on people's lives in the area.
Regarding support policies, the Chairman of the Ho Chi Minh City People's Council requested to ensure the right subjects, the right goals, fairness, transparency and feasibility.
