Regarding the issue of decentralization and delegation of power in the implementation of administrative procedures, according to the results of data compilation at the National Database on Administrative Procedures on the National Public Service Portal, by administrative level, as of March 20, 2026, the number of administrative procedures under the jurisdiction of ministries and ministerial-level agencies accounted for 44.7% of the total number of administrative procedures under state management.
Accordingly, to continue to implement the policy of promoting decentralization and delegation of power according to the direction in the Documents of the 14th Party Congress, Resolutions and Conclusions of the Politburo, the Central Executive Committee, of General Secretary To Lam, of the Government, the Prime Minister, the Ministry of Justice requests ministries and ministerial-level agencies to focus on reviewing and evaluating administrative procedures under the jurisdiction of ministries and ministerial-level agencies to continue to promote decentralization and delegation of power in the implementation of administrative procedures for local authorities.
