At 11:50 a.m. on February 6, upon receiving a report from the people about a drowning victim in the Rao Cai River branch area, in Ward 2, Dai Nai Ward, Ha Tinh City, the Fire Prevention and Rescue Police Department of Ha Tinh Province Police sent 12 officers and soldiers to the scene to carry out the search mission.
After 30 minutes of diving under the river area, at 12:13 p.m. the same day, rescue forces found and recovered the victim's body, Dang Bao V (21 years old, residing in Tran Phu ward, Ha Tinh city) and brought it ashore and handed it over to his family for funeral.
According to family members, V left home on the afternoon of February 5. The family then tried to contact him but had no news.
On the morning of February 6, local people saw a motorbike with a phone, slipper, helmet, raincoat, and warm clothes left on the Phu River dike in Dai Nai ward, Ha Tinh city, so they reported it to the police to organize the search.
It is known that V is a 4th year student at a university.
