Stuck in land for many years
The project to renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section, has a total length of 10.83km, invested by the Department of Transport of Quang Binh province.
The project was approved by the Ministry of Transport for investment policy and investment policy adjustment in the decision dated December 30, 2022, with a total investment of VND 511,154 billion, and completion date of December 31, 2024.
The project consists of 2 independent component projects. Of which, component project 1 invests in the construction of National Highway 12A, avoiding Ba Don town, with a total investment of 447,177 billion VND.
Component project 2 invests in completing National Highway 12A, avoiding Song Gianh Cement Factory, with a total investment of 63 billion VND.
Mr. Ngo Duc Thinh - Deputy Director of the Traffic Construction Investment Project Management Board, Quang Binh Department of Transport said that up to now, the project component 1 has completed the handover of accessible sections for construction of about 4.70km/5.76km (80% of the route length), the remaining problems are mainly concentrated at 2 bottlenecks in Quang Trach district and Ba Don town.
“In component project 2, the construction and acceptance of the 4.65km/5.07km section has been completed since December 2023. Currently, the remaining 0.42km section through Canh Hoa commune is stuck with site clearance and resettlement that has lasted from 2022 until now and has not been completed yet,” said Mr. Thinh.
According to Mr. Thinh, the unit has made many recommendations to the People's Committees of localities to speed up the site clearance process. This helps the project to finish on schedule.
Hand over the site before September 15
Recently, Mr. Tran Thang - Chairman of Quang Binh Provincial People's Committee sent a document to units and 2 localities, Quang Trach District People's Committee and Ba Don Town People's Committee, regarding the site clearance work of the above project.
Mr. Thang pointed out that the implementation of site clearance and resettlement work is too slow, with no significant changes since the beginning of 2024.
Mr. Thang requested the two localities to urge their departments and affiliated units to complete the entire site clearance work before September 15.
“Quang Trach district and Ba Don town direct the district police to grasp the situation, have plans to protect security and order; strictly handle those who cause trouble and obstruct construction, especially those cadres and party members who incite and entice households around the construction site to intentionally obstruct and threaten the contractor within the cleared area,” Mr. Thang emphasized.
At the same time, quickly approve detailed planning, establish, appraise and approve technical economic reports for resettlement area construction.
The province requires the completion of related procedures and the construction of technical infrastructure for resettlement areas no later than October 30. Along with the construction of resettlement areas, it is possible to carry out procedures for land measurement, change of land use purpose, and drawing lots to allocate land to 10 resettled households on plots of land adjacent to existing traffic routes.
