On August 1st, information from the Nghe An Provincial Party Committee said that it had just issued Regulation No. 12-QC/TU on the organization and operation of the provincial thematic research department.
According to regulations, the establishment of a thematic research department aims to innovate personnel work, improve the quality of advice, contribute to the effective implementation of the Party's guidelines, policies, laws of the State and meet the development requirements of the province.
The department is organized according to the principle of not increasing organizational and staffing focal points. The transfer, assignment, and arrangement of cadres must ensure strictness, democracy, objectivity, publicity, transparency and compliance with regulations on cadre work.
The thematic research department has the function of researching, advising, and advising the Standing Committee of the Provincial Party Committee, directly the Provincial Party Secretary, in leadership, direction, and administration; synthesizing practice, discovering, and proposing issues that need to be focused on leadership and direction.
Notably, the regulations identify 2 groups of officials to be considered for assignment to participate in the thematic research department.
The first group includes cadres with outstanding qualities and capabilities but have not been arranged and appointed appropriately due to the requirements of arranging the organizational structure or are waiting for assignment of tasks; cadres with capacity and strengths that have not been promoted in the right position; cadres who are not old enough to be re-elected but still have the ability to contribute...
The second group includes officials who are assessed as still limited in innovation, creativity, quality, and efficiency in performing tasks; heads of agencies, units, and localities who have limitations and shortcomings in leadership and administration work but have not reached the level to be considered for disciplinary action.
The thematic research department includes the Head of the Department and members. The Head of the Department is the concurrent Chief of the Provincial Party Committee Office, responsible for operating regular activities and deploying tasks according to the direction of the Provincial Party Secretary.
Members working under the full-time regime, Party activities and professional activities at the Provincial Party Committee Office; are entitled to reserve regimes and policies according to positions and titles before being transferred and enjoying other regimes according to regulations.
The assignment of tasks is implemented according to the motto "clear people, clear tasks, clear time, clear responsibilities, clear authority, clear results". Members are mainly evaluated through research products, quality of advice, progress in task implementation, spirit of responsibility and discipline compliance.
