According to the direction, the organization of events on Le Loi and Nguyen Hue streets must be carried out according to the annual plan approved by the Ho Chi Minh City People's Committee.

Cases of unexpected organization outside the plan or event organization on Le Loi street must have the approval of the Chairman of the Ho Chi Minh City People's Committee.
The Ho Chi Minh City People's Committee assigned the Department of Culture and Sports to take the lead in developing the annual event organization plan, submitting it for approval and implementing it in accordance with regulations.
The Ho Chi Minh City Department of Culture and Sports must develop a set of specific criteria on program content, organizational scale, sound, lighting, hygiene, environment... as a basis for consideration and licensing, in order to limit the situation of rampant and uncontrolled organization.
The Chairman of the People's Committee of Saigon Ward, Ben Thanh Ward and related units are responsible for supervising the area and promptly handling violations.
The Office of the Ho Chi Minh City People's Committee has the task of monitoring, inspecting and advising on handling according to regulations.
