On October 23, Gia Lai Lottery Company Limited officially paid the prize to Mr. P.D.L (45 years old, residing in Ve Giang commune, Quang Ngai province) - the owner of the lottery ticket that won the grand prize but was torn - after verifying that it was eligible to receive the prize.
At noon of the same day, speaking with reporters, Mr. L said that he had received a bonus of more than 1.8 billion VND after deducting taxes.
A representative of Gia Lai Lottery Company Limited confirmed that they had paid Mr. L - the owner of the lottery ticket marked K39-25 - to win the special prize of the Central Lottery on September 26.
As reported by Lao Dong Newspaper, Mr. P.D.L owns a lottery ticket with a special prize of 2 billion VND but has not received a prize because the lottery ticket was torn.
Talking to reporters on October 19, Mr. P.D.L said: On September 25, he bought a lottery ticket with the symbol K39-25 with the winning number of 996946 from Gia Lai Lottery Company Limited.
On the way home from work, Mr. L took shelter from the rain and took out a cigarette from his pants bag to smoke. Due to a wet hand, he torn the lottery ticket. The torn part was in the middle of the lottery ticket, creating a hole.
On September 26, Mr. L's lottery ticket won a special prize worth 2 billion VND. On October 2, he brought the lottery ticket to the representative office of Gia Lai Lottery Company Limited in Quang Ngai province to complete the procedures to receive the prize.
Lottery tickets are accepted and transferred to the company's head office. On October 8, a representative of Gia Lai Lottery Company Limited invited Mr. L to the company's representative office in Quang Ngai to work.
According to the minutes of the meeting, a representative of Gia Lai Lottery Company Limited said that the lottery ticket was torn partly in the middle and the torn part was lost. Therefore, the company determined that this lottery ticket is not eligible for a prize according to Circular No. 75 of the Ministry of Finance.
After that, Gia Lai Lottery Company Limited made a record of returning the lottery ticket to Mr. L.
Disagreeing with the above conclusion, Mr. L suggested that Gia Lai Lottery Company Limited establish a board to review and appraise lottery tickets to pay bonuses according to regulations.
According to Mr. L, his family has 3 siblings, but he is not yet married. The younger brother and youngest sister work far away, he stays at home as a construction worker and takes care of his parents who are over 70 years old.
