Quan Ba is the gateway district of 4 mountainous and northern border districts of Ha Giang province. In recent years, the work of hunger eradication and poverty reduction, socio-economic development, and ensuring national defense and security in Quan Ba district has achieved many positive results. The material and spiritual life of the people has been increasingly improved, the poverty rate has decreased by an average of over 7% per year. The whole district has 3/13 communes that have met the new rural standards.

On this occasion, General Secretary To Lam donated 30 billion VND to support the construction of the Examination and Treatment Department for Quan Ba District General Hospital. The project will be implemented within 120 days from the approval of Ha Giang province, with the expected start date being March 15, 2025.
General Secretary To Lam and the delegation also attended and enjoyed a tea party with the people of various ethnic groups in the area and presented 30 gifts to policy households and families of meritorious people in Quan Ba district; and attended the Fire Dancing Festival of the Pa Then ethnic group in Ha Giang province.
