CEO is responsible for completing procedures to issue red books to people
On May 26, according to PV's research, the Hanoi People's Committee issued Decision No. 2388/QD-UBND (signed on May 13, 2025) on adjusting the content of Article 1 of Decision No. 298/QD-UBND dated February 4, 2008 of the Ha Tay Provincial People's Committee (previously).
This decision assigned 238,229.2m2 of land in Sai Son commune, Quoc Oai district, Hanoi to C.E.O Group Joint Stock Company ( CEO Group) to implement the Investment Project to build a new Urban Area at lot N1+N3, Quoc Oai urban area, Quoc Oai district.
Of the total 238,229.2m2 of land, there are 95,096.8 m2 of residential land for investment and construction of commercial housing (including 21 land plots with symbols from N-01 to N-21; 294 villas and 72 townhouses have been built); Land use form: State allocation of land with land use fees; Land use term: long-term stability.
According to the Decision of the Hanoi People's Committee, CEO Group is responsible for contacting the Department of Agriculture and Environment to carry out procedures related to determining additional financial obligations regarding land use fees, land rent; signing land lease contracts (for leased land areas); issuing Certificates of land use rights and ownership of assets attached to land according to regulations.
CEO Group is also responsible for contacting the Tax Department of Area I and the Thach That - Quoc Oai Inter-district Tax Team to declare and fulfill financial obligations related to: land use fees, land rent, non-agricultural land use tax, and other outstanding financial obligations (if any) according to regulations.
The decision clearly states that CEO Group cannot arbitrarily change the purpose of land use or transfer the project to another unit without permission from the Hanoi People's Committee.
CEO Group has continuously missed deadlines
The above content is the latest developments related to the Lao Dong Newspaper article reflecting " CEO Group continuously misses appointments to issue red books to residents".
In November 2024, reflecting to Lao Dong Newspaper, many adjacent homeowners in the Sunny Garden City urban area (Quoc Oai, Hanoi) said that the investor, CEO Group, was slow in fulfilling its obligations and procedures for granting land use right certificates for 72 adjacent houses.
"Since the handover of townhouses in 2019, the project investor has not fulfilled its responsibilities and obligations to customers. Although residents have reflected on this content, requesting the group to fulfill its obligations under contracts and legal regulations, CEO Group always cites unfounded reasons to delay the deadline" - Mr. Viet Anh, the owner of a house that has not been granted a red book, suggested.
Mr. Viet Anh added that not being granted a red book makes it difficult for people to use and manage assets, affecting their legitimate rights.
Meanwhile, Mr. Truong Giang - a resident here also said that his family has paid 100% of the contract value since 2019 but still does not have a red book.

According to the reporter's research, over the years, CEO Group has continuously set deadlines for completing the issuance of red books and then missing the deadline.
Notably, in June 2023, the Hanoi Department of Natural Resources and Environment issued an Inspection Conclusion on compliance with land laws for CEO Group using land to implement the New Urban Area Project at lot N1+N3, Quoc Oai Urban Area in Sai Son Commune, Quoc Oai District, Hanoi City.
In this conclusion, the competent authority pointed out: "The CX-1 planning center has an area of 9,384m2 of land (for flower gardens), according to the approved planning and project, there is a 1-storey sports facility, construction area of 492m2: The investor has built a project including: 2-storey house with an area of about 500m2 used as the project management board office and partly used as a restaurant for food and beverage, a swimming pool with an area of about 300m2, a sports field (football, tennis) with an area of about 2,000m2, the remaining area is a yard, a walking path and landscape trees.
Thus, the investor has built the project not in accordance with the area and scale of the project according to the approved planning and investment project, and it is necessary to handle violations of construction order according to regulations".
A recent decision of the Hanoi People's Committee clearly states: The investor is responsible for self-dismantling temporary works on the land lot marked CX-1 to build works and construction items in accordance with the approved planning.
