On August 10, the Organization Committee of the Ho Chi Minh City Party Committee sent a document to the Party Secretary, the Standing Committee of the Party Committees of communes, wards, and special zones on evaluating and proposing plans for arranging commune-level administrative units in Ho Chi Minh City.
Previously, on August 7, the Standing Committee of the Ho Chi Minh City Party Committee issued Official Dispatch No. 504-CV/TU on continuing to study the plan to arrange commune-level administrative units in the City.
To ensure progress, the Organization Committee of the Ho Chi Minh City Party Committee proposed that Party committees of communes, wards, and special zones organize an expanded Party Committee Executive Committee meeting to discuss, review and comprehensively assess the organizational and operational situation of the locality after the operation of the 2-level local government model.
The assessment must be based on the standards of administrative units, actual conditions and management requirements to study and thoroughly discuss the necessity of merging administrative units.
Localities can propose merger if they find it necessary or not merge if they assess it as unnecessary.
The participants in the conference include members of the Party Committee Executive Committee, heads of agencies and units directly under it, and Secretaries of Party committees directly under it.
For cases of proposing the merger of administrative units, the Standing Committee of the local Party Committee must proactively coordinate and work with the Executive Committee or the Standing Committee of the Party Committees of communes and wards with adjacent areas.
The exchange content aims to unify orientations and arrangement plans, ensure consensus, connectivity between localities and be consistent with the general plan of Ho Chi Minh City.
If it is considered really necessary to adjust, the locality is responsible for developing a specific arrangement plan, ensuring scientific principles, caution, social consensus, in accordance with regulations and meeting practical development requirements.
One of the notable requirements is that for localities proposing plans to merge and adjust administrative units, it is necessary to organize a widespread public opinion collection from the people in the area on the Rearrangement Project.
The collection of opinions must be carried out before completing the dossier to report to competent authorities, in order to ensure democracy, publicity and transparency in the process of arranging administrative units.
In addition to the arrangement plan, localities are also required to summarize the difficulties and obstacles arising in the process of operating the 2-level local government model and the process of arranging administrative units.
The recommendations focus on issues such as organizational structure, personnel, facilities, workplaces, administrative procedures and other related contents. On that basis, the locality proposes solutions to remove and handle difficulties and obstacles.
The Organization Committee of the Ho Chi Minh City Party Committee requests a summary report on the results of the Party Committee Executive Committee meeting, arrangement plans if any, and people's opinions from communes and wards to be sent to the Standing Committee of the Ho Chi Minh City Party Committee through the Organization Committee of the Ho Chi Minh City Party Committee no later than August 30, 2026.
The Organization Committee of the City Party Committee will summarize and appraise to promptly report to the Standing Committee of the City Party Committee.
The Organization Committee of the City Party Committee requested the Standing Committee of the Party Committees of communes, wards, and special zones to focus on leading and directing the serious and timely implementation of the required contents.
In the process of implementation, if difficulties and obstacles arise, localities are requested to promptly exchange with the Organization Committee of the City Party Committee to coordinate support and resolve them.
After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City currently has 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.
