HCMC adds 673 billion VND to start construction of 4-lane expressway connecting Tay Ninh province

Ho Chi Minh City has just added 673 billion VND to the 2025 public investment plan for the component project 2 of the Ho Chi Minh City - Moc Bai Expressway, expected to start construction in September.

Component project 2 of the Ho Chi Minh City - Moc Bai Expressway (Tay Ninh) includes the following items: service road, residential road, expressway overpass, with a total investment of more than 2,421 billion VND, using entirely state budget capital.

Starting construction on schedule in September will create favorable conditions to complete synchronous technical infrastructure along the expressway, ensuring safety and serving the travel needs of people on both sides of the route.

At the same time, Ho Chi Minh City is focusing on accelerating the progress of component project 3 - compensation, support and resettlement for the expressway section passing through the city.

This project has a total investment of more than VND 5,052 billion, of which Ho Chi Minh City is making efforts to disburse VND 4,333 billion to compensate about 2,177 households and organizations affected by land acquisition for the project.

In particular, component project 1 - the main expressway, more than 50 km long, implemented under the form of a BOT (build - operate - transfer) contract with a total investment of about VND10,421 billion - is still in the stage of preparing a feasibility study report.

According to the plan, Ho Chi Minh City will complete the selection of investors in December this year to be able to start construction in January 2026.

However, the process of finding investors for the project is facing difficulties. The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor) said that there have been 4 investors and consortia submitting documents, including: Cienco4 Group (Vietnam); consortium of 194 Construction Investment Corporation - Lizen Joint Stock Company (Vietnam); CRBC - CTG consortium (China); China Harbour Engineering Company Limited (China).

However, no investor fully meets the criteria according to the survey documents. Cienco4 lacks financial capacity and experience. The remaining consortia do not meet the requirements for capacity and experience in the field of implementing large-scale transport infrastructure projects.

In this situation, the Traffic Committee proposed that the Ho Chi Minh City People's Committee allow reorganization of survey invitation announcements according to new regulations in Decree 71/2025/ND-CP (amending and supplementing Decree 35/2021/ND-CP).

In particular, the criteria on project quantity, conversion methods and assessment forms will be adjusted to better suit reality, thereby increasing the ability to attract qualified investors to participate in the Ho Chi Minh City - Moc Bai Expressway project.

The Ho Chi Minh City - Moc Bai Expressway Phase 1 has a total investment of more than VND 19,600 billion, and is one of the national key projects on regional connectivity, jointly implemented by Ho Chi Minh City and Tay Ninh province.

The expressway is more than 50 km long, designed with 4 lanes, and a maximum operating speed of 120km/h.

When completed in 2027, this expressway will significantly reduce the load on National Highway 22, while shortening travel time between Ho Chi Minh City and Moc Bai International Border Gate (Tay Ninh) - an important gateway in trade with Cambodia.

The project is also expected to contribute to promoting the socio-economic development of the entire Southeast region and the Southwestern border area.
