This is one of the important contents directed by the Chairman of the Ho Chi Minh City People's Committee in the document on the public investment disbursement target for the second quarter of 2025.
The Chairman of the Ho Chi Minh City People's Committee assigned the Cu Chi District People's Committee, specifically the District Compensation and Site Clearance Board, to urgently speed up the disbursement progress of capital for component project 3 of the Ho Chi Minh City - Moc Bai Expressway project (section through Ho Chi Minh City). The goal is to disburse a minimum of VND 4,333 billion by the end of the second quarter of 2025.
The Ho Chi Minh City - Moc Bai Expressway project has a total length of nearly 51 km, of which the section passing through Ho Chi Minh City is more than 24.7 km long, passing through 11 communes of Cu Chi district including: Phuoc Thanh, Trung Lap Ha, Trung Lap Thuong, Phuoc Hiep, Tan Thanh Tay, Tan Thanh Dong, Nhuan Duc, Phu Hoa Dong, Phuoc Vinh An, Tan An Hoi and Tan Phu Trung.
Phase 1 will invest in the construction of a 4-lane expressway. However, all site clearance work will be carried out at one time on a complete scale of 6 lanes.
The total area of affected land is about 220 hectares, including more than 6.1 hectares of residential land, more than 190 hectares of agricultural land, 1.4 hectares of non-residential non-agricultural land and 22.2 hectares of public land such as roads, canals, ditches, etc.
There are a total of about 2,177 households and organizations affected by land acquisition. Of which, 254 cases are eligible for resettlement arrangement and about 178 cases are built on agricultural land.
It is expected that the items of the residential access road and the overpass across the route will start construction on September 2, 2025 using state budget capital. The main expressway will start construction in January 2026 under the BOT contract form, completed and put into operation by the end of 2027.

Not only the Ho Chi Minh City - Moc Bai Expressway project, many other projects in Ho Chi Minh City are also required to speed up the disbursement progress in the second quarter of this year.
The Chairman of the Ho Chi Minh City People's Committee assigned the Urban Railway Management Board to disburse a minimum of VND 715 billion for Metro Line 1 project (Ben Thanh - Suoi Tien).
The People's Committee of Cu Chi district is also required to disburse at least 562 billion VND for the project to upgrade, expand and dredge the drainage axis of Lang The canal.
In District 12, the Tan Thoi Hiep 21 road upgrade and expansion project must disburse a minimum of VND 432 billion. Meanwhile, Binh Tan District People's Committee needs to disburse at least 600 billion VND for infrastructure investment projects, schools, and green parks within Binh Hung Hoa cemetery (phase 3).
As of May 28, Ho Chi Minh City has only disbursed VND 8,710 billion, out of a total of VND 85,517 billion of public investment capital allocated, reaching a rate of 10.2% - 15% lower than the national average.
In this situation, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches and localities to focus on synchronously implementing drastic, effective and timely solutions to speed up the implementation progress and disbursement of public investment capital. The goal is that by the end of the second quarter of 2025, the disbursement rate of Ho Chi Minh City must reach at least 30%.
