On May 27, the Ho Chi Minh City People's Committee issued a document agreeing on the policy of applying software to temporarily manage and use roadways and sidewalks in the city according to the proposal of the Department of Construction.
The pilot implementation period is 18 months. After this time, the city will comprehensively assess the effectiveness of the implementation to consider and decide on the next plan.
The software built by VNPT HCMC will serve both management agencies and people and businesses with many features such as receiving online dossiers, processing licensing, managing electronic dossiers and connecting to the Information System for resolving administrative procedures of the Ministry of Construction.
All licensing activities will be managed on the digital map of Ho Chi Minh City, helping functional agencies visually monitor the locations licensed to temporarily use roads and sidewalks. The system also integrates the function of collecting fees, charges, statistical reports and supporting operational work.
The application is expected to be released on both the Play Store and Apple Store for people to conveniently operate on smartphones.
VNPT HCMC is responsible for coordinating with the Department of Construction and related units to link data with the Information System for resolving administrative procedures of the Ministry of Construction; at the same time, supporting training and guidance on software use for officials at the Department of Construction, People's Committees of communes, wards, special zones and arranging technical personnel to support operation throughout the implementation process.
The Ho Chi Minh City People's Committee assigned the Department of Construction to be responsible for coordinating with local authorities and relevant units to provide background data such as the list of roads allowed to be used temporarily, boundary maps, and toll rates to configure the system.
In the initial phase, priority is given to selecting pilot implementation in some areas representing specific areas such as the center, suburbs or places with a high demand for temporary use of roads and sidewalks.
According to current regulations, only 6 groups of cases are considered for temporary permits to use roads and sidewalks, including: serving political, cultural, and sports events; disaster prevention and control, rescue and relief; construction; gathering waste and construction materials; organizing funerals and weddings; and parking in necessary cases. Business and trading activities are not eligible for permits.
Also on May 27, the Department of Construction issued a document requesting localities to strengthen management and collect fees for temporary use of roads and sidewalks.
According to the Department of Construction, currently many cases licensed to use roads and sidewalks have expired in the past but still exist, especially at parking spots, business services and goods trading.
Therefore, the Ho Chi Minh City Department of Construction requests units assigned to manage public assets to review all cases of using roadways and sidewalks not in accordance with regulations according to Decree 165/2024/ND-CP to request termination of use, restoration of the status quo and full implementation of financial obligations according to regulations.
