The Ho Chi Minh City - Moc Bai (Tay Ninh) Expressway Project is nearly 51 km long, the section passing through Ho Chi Minh City is more than 24.7 km, crosses 11 communes of Cu Chi district, and plays a role in reducing the load on National Highway 22 and connecting the center of Ho Chi Minh City with Moc Bai border gate (Tay Ninh). The project is divided into 4 component projects.
Component 1: The main expressway is implemented under a BOT (build - operate - transfer) contract, with a total investment of about VND10,421 billion.
Component 2: Construction of residential access roads on both sides and overpasses across the highway, with a total capital of about 2,422 billion VND.
Component 3: Compensation, support, and resettlement for the section through Ho Chi Minh City, with a cost of more than VND 5,052 billion.
Component 4: Compensation, support, and resettlement through Tay Ninh province, with a cost of about 1,504 billion VND.
According to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - Investor), up to now, only 2 out of 4 component projects have been approved, which are component project 3 and component 4.
Meanwhile, component 1 of the Feasibility Study Report should have been submitted for appraisal in May and approved in June 2025. After that, an investor will be selected in December to be able to start construction in January 2026.
Component 2 is expected to start construction earlier, in September 2025.
However, the project's Pre-Feasibility Study Report has not yet been completed. The project is still waiting for the Environmental Impact Assessment Report (EIA) approval. The dossier has been submitted and the Appraisal Council will conduct a on-site inspection, meeting and explanation before submitting it to the Ministry of Agriculture and Environment for approval.
During the waiting period, the Traffic Department proposed to allow the completion of the Feasibility Study Report and the Department of Construction to issue the appraisal results so as not to interrupt the next steps.
In addition, the project has not agreed on the intersection design between the highway and N31A irrigation canal in Cu Chi. The transportation committee proposes to build a 3 -beat bridge over the canal and tunnel in provincial road 2, but still waiting for the People's Committee of Ho Chi Minh City to agree on the policy.

Another obstacle is that, according to the new regulations of the 2024 Land Law, the time for disclosing compensation plans is at least 30 days, while the dialogue time for cases without consensus is up to 60 days.
The Traffic Committee recommends that Ho Chi Minh City allow shortening the time by implementing it in parallel with posting and collecting public opinions.
The Traffic Department also proposed that Ho Chi Minh City direct Cu Chi District to complete the land price appraisal and approve the compensation plan before June 20.
A total of about 2,177 households and organizations in Cu Chi district are affected by land acquisition, of which 254 cases are eligible for resettlement land arrangement and about 178 cases are built on agricultural land.
If the progress is correct, more than VND 4,300 billion in compensation will be transferred to Cu Chi district to pay to the people from June 30.
According to Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Department, compensation, support and resettlement work is the factor that determines the progress of the project.
Early removal of obstacles will be a prerequisite for the project to be able to start construction on schedule and complete by the end of 2027 as set.
