According to the decision of the Ho Chi Minh City People's Committee, Saigon Sun Investment and Development Co., Ltd. was selected as the investor to implement the project in the form of public-private partnership (PPP), Construction - Transfer (BT) contract.
The enterprise is committed to allocating more than 5.963 billion VND of owner's equity and mobilizing about 23.672 billion VND of loan capital for implementation. The project implementation time is expected to be 2 years, from 2026 to 2028.
The Ho Chi Minh City People's Committee assigns the investor to organize the preparation of a Feasibility Study Report, accompanied by a capacity dossier and a draft contract, and submit it to competent authorities for appraisal and approval in accordance with regulations. At the same time, the investor must ensure the storage of complete dossiers and documents, and provide them when requested to serve inspection, examination, and audit work.
The Department of Finance is assigned to be fully responsible for the legal basis and accuracy of the dossier, and at the same time advise the City People's Committee in the project appraisal and approval process.
The Department of Construction shall preside over and coordinate with relevant departments and branches and local authorities to monitor, supervise, and support investors to implement the next procedures in accordance with regulations.

The Central Square and Ho Chi Minh City Administrative Center project includes 4 component projects: Technical infrastructure, Administrative Center, Conference - Performance Center and Central Square.
In which, the Administrative Center area has a total floor area of about 272,000 m2, expected to serve about 8,000 officials and civil servants, and at the same time meet the transaction needs of 1,500 - 2,000 people and businesses per day.
Central Square is designed with a maximum capacity of about 268,000 people for political events and can reach 500,000 people when organizing cultural festivals.
Conference - performance center with a scale of about 2,000 seats, meeting the needs of organizing large-scale political, economic, and cultural events.

According to the plan, Ho Chi Minh City will start the component project of Central Square on the morning of April 29.
After arranging and merging territorial boundaries with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City becomes a special urban area with an area of about 6,772 km2, a population of nearly 14 million people and 168 commune-level administrative units.
Currently, more than 8,000 officials, civil servants, and public employees are still working scattered at many degraded and unsynchronized headquarters.
The construction of a centralized administrative center is therefore considered urgent to overcome the situation of dispersion and overload, and at the same time create a platform for deploying digital management, improving management efficiency and service quality for people and businesses.
The project is not only of administrative significance but also contributes to shaping a sustainable urban space, with a system of parks, water surfaces and ecological landscapes playing the role of "green lungs" for the central area. The Thu Thiem central lake area is also oriented to develop into an architectural and artistic highlight.
When completed, the Central Square and Administrative - Political Center complex will both solve the problem of public service infrastructure and become a space connecting politics, culture and community, contributing to positioning the image of modern, dynamic and rich in identity Ho Chi Minh City.
