The Ho Chi Minh City People's Committee has just issued a document directing many relevant departments, branches and localities to coordinate in implementing compensation, support and resettlement for key transport projects.
Including 4 projects to upgrade and expand National Highways 1, 13, 22 and the North - South axis road under a BOT (build - operate - transfer) contract.
Through a preliminary review by the Department of Natural Resources and Environment of Ho Chi Minh City, these 4 projects plan to reclaim land from about 4,730 households, of which 2,452 households were cleared.
National Highway 1 (from Kinh Duong Vuong Street to the border of Long An province) through Binh Tan District and Binh Chanh District will be expanded to 10 - 12 lanes, with a total investment of VND 16,285 billion. Of which, the cost of compensation and site clearance is more than VND 9,600 billion.
The project needs to reclaim land from 2,241 households, of which Binh Chanh district has up to 2,140 households affected, with 1,761 households cleared; Binh Tan district has 101 households affected, 61 households cleared.

National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong Province) through Thu Duc City has been expanded to 10 lanes with a total investment of VND 20,900 billion. Of which, more than VND 14,600 billion is for compensation and site clearance.
The land acquisition project has 1,091 households, of which 238 households have been cleared, 853 households are partially affected.
National Highway 22 (from An Suong intersection to Ring Road 3) passing through Hoc Mon district and District 12 was expanded to 10 lanes, with a total capital of more than VND 10,400 billion, of which compensation and resettlement costs were more than VND 6,234 billion.
The project plans to reclaim land from 1,362 households in Hoc Mon district with 392 households having to be cleared, while District 12 has no households affected.
The North-South axis road (Nguyen Huu Tho Street), the section from Nguyen Van Linh Street to Ben Luc - Long Thanh Expressway, has been expanded to 10 lanes, with a total investment of nearly VND9,900 billion, of which the cost of compensation, site clearance and relocation of technical infrastructure is about VND1,426 billion.
The project will affect 36 households, including 19 households in District 7 (in the area of Nguyen Van Linh intersection) and 17 households in Nha Be district.

The Ho Chi Minh City People's Committee assigned the Department of Finance to preside over and coordinate with relevant units such as the Department of Transport, Thu Duc City People's Committee and districts where the project passes through to fully prepare capital for compensation, support and resettlement arrangements.
The Department of Transport of the Ministry of Public Security is required to urgently hand over the approved project boundaries to localities, as a basis for implementing the next steps.
On this basis, the People's Committee of Thu Duc City and related districts will review the planning, coordinate with the Department of Construction and functional units to adjust appropriate planning projects, and at the same time identify cases that need land acquisition and resettlement arrangements.
At the same time, localities must also review existing land funds and resettlement apartment funds and report to the Ho Chi Minh City People's Committee on the possibility of arranging them for affected people.
In case there is not enough land and apartment funds to arrange for resettlement, localities need to have documents proposing to establish a new resettlement area technical infrastructure investment project, or propose to reallocate existing apartment funds to promptly meet the needs.
