The appointment decision was presented to Mr. Phan Cong Bang by Chairman of Ho Chi Minh City People's Committee Phan Van Mai on the afternoon of October 1.
Mr. Phan Cong Bang, born in 1975, from Nghe An, has a Master's degree in Engineering, Hydraulic Engineering, and Senior Political Theory.
Before taking on the new assignment, Mr. Bang held positions such as Head of Waterway Management Division and Director of Waterway Management Center (under the Ho Chi Minh City Department of Transport). From 2019 to present, Mr. Phan Cong Bang has held the position of Deputy Director of the Ho Chi Minh City Department of Transport.
Speaking at the ceremony, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that Mr. Phan Cong Bang's appointment at the Urban Railway Management Board is a challenge, but at the same time, it is also a great opportunity.
He asked the new head of the department, along with the MAUR leadership, to focus on putting Metro Line 1 (Ben Thanh - Suoi Tien) into operation as planned.
At the same time, the Chairman of the Ho Chi Minh City People's Committee hopes that Mr. Bang and the Management Board will speed up the progress of the next metro lines and complete the projects to develop the urban railway system in the future.

The Urban Railway Management Board is an agency under the Ho Chi Minh City People's Committee, responsible for managing investment, construction, exploitation and operation of the city's urban railway system.
After two years of vacancy, the agency has a new leader. Previously, in October 2022, the then Head of the Department, Mr. Bui Xuan Cuong, was appointed Vice Chairman of the Ho Chi Minh City People's Committee.
Currently, MAUR's leadership includes: Head of Department Phan Cong Bang and 3 Deputy Heads of Department: Mr. Nguyen Quoc Hien, Mr. Bui Anh Huan and Ms. Vu Minh Huyen.
