The progress of the two sections of Ho Chi Minh City Ring Road 2 is being urgently completed by the Traffic Construction Investment Project Management Board (Traffic Board), expected to start at the end of November and December 2025.
At the Ho Chi Minh City socio-economic press conference on the afternoon of October 16, the Traffic Department updated the detailed progress of key projects.
For Ring Road 2 (section 1, from Phu Huu to Vo Nguyen Giap Street), the Traffic Department is simultaneously implementing the XL2 construction package (Binh Thai intersection). The Board is urgently completing the procedures for designing construction drawings and estimates to organize construction bidding in October and November 2025. This XL2 package is expected to start construction around the end of December 2025.
Similarly, Ring Road 2 (section 2, from Vo Nguyen Giap Street to Pham Van Dong) is also being accelerated in the construction bidding progress in October or November 2025, with the goal of starting construction at the end of December 2025.
However, the Traffic Department emphasized that the prerequisite for starting these projects depends on the progress of site handover.
According to the plan of the Thu Duc City Compensation and Site Clearance Board (previously), the locality strives to complete the land acquisition of the entire Ring Road 2 section (section 1) and the section adjacent to Binh Thai intersection (section 2).
For cases that have not agreed to hand over the site, the unit will continue to mobilize and propagate in November 2025. If cooperation is still not achieved, the land recovery will be carried out by administrative measures according to the provisions of law in December 2025, in order to create a clean land fund for construction.
Regarding Ring Road 2 (section 3) implemented under the form of BT contract, departments and branches are focusing on completing legal procedures, including appraisal and adjustment of feasibility study reports, negotiation of BT contracts and compensation and resettlement. The restart of phase 3 will be carried out after completing all these procedures.
Along with Ring Road 2, other key projects are also being accelerated:
An Phu Intersection Construction Project: Currently under construction. It is expected to open the N2 overpass branch before December 31, 2025; open the HC1-02 underpass before January 15, 2026, and complete the entire project by September 2026.
My Thuy Intersection Construction Project: Under construction, expected to be completed in 2026.
