Ho Chi Minh City People's Committee has just issued an urgent document to the Ministry of Construction proposing solutions to organize the opening of phase 1 of the Bien Hoa - Vung Tau expressway (section from Long Thanh intersection to National Highway 56).
According to the Ho Chi Minh City People's Committee, to date, the main route of the Bien Hoa - Vung Tau expressway belonging to component project 2 and component project 3 (section from Long Thanh intersection to National Highway 56) through Dong Nai province and Ho Chi Minh City has been basically completed.
It is expected that by March 30, 2026, all remaining items such as pavement structure, traffic safety system including traffic signs, lights, road markings, guardrails... will be completed.
Meanwhile, National Highway 51 - a vital traffic route connecting Ho Chi Minh City with Ba Ria - Vung Tau province and the Southeast region is currently overloaded, and prolonged congestion often occurs at many intersections.
Therefore, the early commissioning of the Bien Hoa - Vung Tau expressway section is expected to reduce traffic pressure on National Highway 51, and at the same time create motivation to promote socio-economic development for Ho Chi Minh City and Dong Nai province.
Ho Chi Minh City People's Committee proposes that the Ministry of Construction consider allowing the opening of phase 1 of this expressway on March 30, 2026 with the following traffic organization plan:
The direction from Vung Tau to Long Thanh will allow traffic on the entire route, about 37.7 km long, from National Highway 56 to Ho Chi Minh City - Long Thanh - Dau Giay expressway.
In the opposite direction, vehicles from Long Thanh to Vung Tau will travel from the Ho Chi Minh City - Long Thanh - Dau Giay expressway to the Hoi Bai - Chau Pha intersection (about 27.7 km long), then connect to Hoi Bai - Chau Pha road to National Highway 51.
In the initial phase, vehicles allowed to circulate on the route include cars and passenger cars under 29 seats. The opening of the entire Bien Hoa - Vung Tau expressway will be implemented in the next phases according to the project completion schedule.

The Ho Chi Minh City People's Committee also proposed that the Ministry of Construction direct Project Management Board 85 and Airports Corporation of Vietnam (ACV) to urgently complete all items according to the design of component project 2.
At the same time, it is necessary to soon complete the two branches connecting the Bien Hoa - Vung Tau expressway belonging to route No. 1 and route No. 2 of the Long Thanh International Airport project, as well as complete legal procedures such as project acceptance, approval of traffic organization plan... to put the project into synchronous operation on March 30, 2026.
In addition, the Ho Chi Minh City People's Committee proposed Project Management Board 85 to coordinate with Vietnam Expressway Development Investment Corporation to study a plan to organize toll collection at the output from the Ho Chi Minh City - Long Thanh - Dau Giay expressway to the Bien Hoa - Vung Tau expressway to serve the opening of phase 1, completed before March 30, 2026.
The Bien Hoa - Vung Tau expressway project is nearly 54 km long, with a scale of 4 to 6 lanes, with a total investment of about 17,800 billion VND, started in June 2023.
When completed, the route will shorten the travel time from the center of Ho Chi Minh City to Vung Tau from about 120 minutes to about 70 minutes.
The route also plays an important traffic connection role with Long Thanh International Airport, helping to conveniently transport passengers and goods from provinces and cities to the airport.
