Land reclamation for thousands of households
The Ho Chi Minh City - Moc Bai Expressway is more than 24.7km long through Ho Chi Minh City, phase 1 will build 4 lanes but will reclaim the site once on a complete scale with 6 lanes. The project affects more than 2,100 households and organizations. Ho Chi Minh City has allocated VND4,333 billion in compensation to carry out payments, to ensure the site clearance for auxiliary items on September 2, 2025 and the main route in January 2026.
With the National Highway 13 expansion project, the total compensation and resettlement capital is more than VND 14,000 billion, of which in 2025 alone, Ho Chi Minh City has added more than VND 12,400 billion to the capital plan to compensate and resettle more than 1,000 households. The site clearance work is expected to last until the third quarter of 2026, after which the entire route will be constructed and completed in 2028.
Meanwhile, the North-South high-speed railway section passing through the city is about 17km long, requiring more than VND2,100 billion in compensation. The city is waiting for the handover of the boundary to implement land acquisition, preparing to launch this national-level project.
A series of other major transport projects such as expanding National Highway 1, National Highway 22, the North - South axis, Binh Tien bridge and Ring Road 4 are also being focused on to pay compensation, with a total cost of up to tens of thousands of billions of VND.
In parallel with traffic, Ho Chi Minh City also accelerates site clearance for urban renovation projects. The Xuyen Tam canal renovation project through Binh Thanh district needs to reclaim more than 53 hectares of land, affecting more than 2,000 cases, of which more than 1,200 households have been cleared. To date, only about 18% has been paid and the remaining part - more than VND 9,600 billion is expected to be paid to start construction in September 2025.
At the project to renovate the North bank of the Doi Canal (old District 8), the city has paid more than 55% of the total compensation capital, aiming to start construction on the occasion of National Day on September 2, 2025 and complete in 2028.
Review documents, focus on completing site clearance before December 30, 2025
Ho Chi Minh City currently has 542 projects under construction, of which 159 projects have been allocated capital in 2024 with a total disbursement amount of more than 34,000 billion VND.
From July 1, 2025, the Compensation and Site Clearance Boards at the district and county levels will be transferred under the management of the Department of Agriculture and Environment of Ho Chi Minh City. The Department has requested these boards to urgently review all documents, and at the same time coordinate with the People's Committees of relevant wards and communes to establish a Compensation Council headed by the Chairman of the People's Committee at the ward and commune level to organize payment for projects using budget capital.
For 159 projects that have been allocated capital in 2024 but are still underpaid, 22 Compensation Boards need to urgently report and propose solutions to remove obstacles, ensuring compensation work is completed no later than December 30, 2025.
For districts that have not previously issued land acquisition decisions for projects, the Department of Agriculture and Environment recommends urgently developing a plan to transfer authority to the commune level in accordance with the decentralization spirit of Decree 151, in order not to interrupt the payment process and contribute to promoting the disbursement progress of public investment capital.
Mr. Vo Chi Dung - Head of the Compensation Committee of the old Thu Duc City - recommended that the city soon issue a clear coordination mechanism between units implementing compensation work, especially for projects related to many wards and communes. This is to ensure legality, unity in implementation and avoid overlapping responsibilities.
Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City, Vo Trung Truc - said that the department will continue to proactively advise and guide localities at ward and commune levels on the coordination process between the investor, the Compensation Board and the Chairman of the People's Committee of the commune and ward in implementing payments, support and resettlement. All activities will be organized according to a specific roadmap with 6 clear factors: Clear people, clear work, clear responsibilities, clear authority, clear time and clear results.
Ho Chi Minh City is also closely monitoring the detailed compensation payment plan for all projects managed by 22 Compensation Boards, in which special attention is paid to the progress of two major projects, the Ho Chi Minh City - Moc Bai Expressway and the expansion of National Highway 13. At the same time, the city is developing a detailed plan for projects that need to disburse large compensation capital in 2026, including: Ring Road 4, National Highway 22, National Highway 1, the North - South axis and Binh Tien bridge and road.
