The above information was announced by the Ho Chi Minh City Department of Construction on April 2.
The project of the new administrative center and scenic park at Thu Thiem central lake is proposed by businesses to invest about 30,800 billion VND in the form of public-private partnership (PPP), BT contract (build - transfer).


The administrative center is designed to be 33 floors high (including 30 above-ground floors and 3 basements), with a total floor area of about 220,000m2, the building height reaches about 173.4m, on a land area of 7.84ha.
The project is expected to meet the regular working needs of about 6,000 officials, civil servants, and public employees.
Notably, the center will integrate a modern "one-stop shop" system, capable of serving from 1,500 - 2,000 people and businesses per day.


In addition, the complex also includes: a 10-story multi-purpose theater (7 above-ground floors, 3 basements), floor area of more than 51,000m2; a landscape park area of about 10ha, combined with water surface of more than 12ha; a 2-story underground parking basement with an area of about 50,000m2.
The construction of a new administrative center stems from the requirement to reorganize the apparatus after July 1, 2025, Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau, forming a super-urban area of about 6,772km2 with a population of nearly 14 million people.
In the new model, the Political - Administrative Center is still located in the existing Ho Chi Minh City, while maintaining two auxiliary administrative centers in Binh Duong and Ba Ria - Vung Tau in the early stages.
The current reality shows that the administrative headquarters system of Ho Chi Minh City is still fragmented, many places are degraded, lack area and do not meet the requirements for technical infrastructure and information technology. This directly affects the efficiency of coordination and management as well as the quality of service to people and businesses.
The merger of agencies into a centralized center is considered a fundamental solution to streamline the apparatus, shorten the process of handling work and improve the efficiency of urban management.

Another important goal of the project is to reduce pressure on the historical center - which is overloaded with traffic infrastructure and development space.
When the leading administrative agencies are relocated to Thu Thiem, many old headquarters in the central area may be converted to culture, tourism, and services, contributing to heritage preservation and improving the quality of public space.
The new administrative center is located at the core of Thu Thiem peninsula, directly opposite the existing central area across the Saigon River. This location creates close links in space, landscape and urban vision, while conveniently connecting with functional areas such as financial, commercial - service centers and mixed urban areas.
Regarding transport infrastructure, the area has multi-directional access. Mai Chi Tho Avenue plays the role of a central axis, connecting with Thu Thiem tunnel and the existing center; To Huu and Nguyen Co Thach routes play the role of the internal backbone.
In particular, metro lines such as line No. 2 (Ben Thanh - Thu Thiem) and line No. 7 (Tan Kien - Vinhomes Grand Park) are planned to pass through this area, helping to strengthen public connectivity and reduce dependence on personal vehicles.
