Ho Chi Minh City People's Committee has just issued a decision to dissolve the Management Board of the Administrative - Political Center of Ba Ria - Vung Tau province directly under the City People's Committee, and at the same time transfer all functions, tasks, and personnel to the Huong Sen Conference Center under the Office of the Ho Chi Minh City People's Committee.
According to the decision, the Office of the Ho Chi Minh City People's Committee is responsible for receiving the working headquarters, assets, equipment and vehicles of the Management Board of the Administrative - Political Center of Ba Ria - Vung Tau province for management and use in accordance with regulations.
The Office of the Ho Chi Minh City People's Committee directs the Huong Sen Conference Center to receive and fully perform the functions and tasks assigned; at the same time, arrange and assign personnel of the Management Board (including civil servants holding positions, civil servants not holding positions and labor contracts) in accordance with job positions according to regulations.
The Director of the Management Board of the Administrative - Political Center of Ba Ria - Vung Tau province is responsible for handling and completing outstanding work files related to functions and tasks; implementing financial contents, contracts and payment obligations before dissolution.
In addition, the unit must organize inventory and list all assets, equipment, tools, work records, personnel records, finance, contracts and related data to hand over to the Chief of Office of the Ho Chi Minh City People's Committee according to regulations.
The Management Board also coordinates with the Ho Chi Minh City Police to carry out procedures to revoke the seal according to regulations. The handover and return of the seal must be completed within 30 days from the date the decision takes effect.
During the handover process, activities performing functions and tasks must still be ensured throughout, continuously, and without interruption. The decision takes effect from March 1, 2026.
The Administrative - Political Center of Ba Ria - Vung Tau province, formerly located in Ba Ria ward, Ho Chi Minh City, was built on a land area of about 20 hectares.
The project started in 2009 and was completed in 2012, with a total investment of more than 1,000 billion VND from the local budget.
However, from July 1, 2025, after the merger of administrative units, most departments and cadres of Party agencies have moved to the center of Ho Chi Minh City to work. The old administrative center only uses a small part of the area to solve transitional tasks.
In the coming time, Ho Chi Minh City is expected to hand over the Administrative - Political Center of Ba Ria - Vung Tau province to Ho Chi Minh City University of Medicine and Pharmacy for use as a basis for education and healthcare.
Previously, Ho Chi Minh City University of Medicine and Pharmacy conducted a field survey and had a document proposing to receive this central area, and also said that the school is seriously lacking development space.
Currently, the school's facilities do not fully meet the learning and working needs of about 16,000 learners, 6,000 officials, as well as the increasing demand for medical examination and treatment of the people.
