The Ho Chi Minh City Department of Construction has just submitted to the Ho Chi Minh City People's Committee for appraisal the feasibility study report of component project 2 to upgrade and expand National Highway 13 (section from Binh Trieu bridge to Vinh Binh bridge) in the form of BOT (build - operate - transfer).
According to the proposal, the section of National Highway 13, about 5.9 km long, will be expanded to 60 m with a scale of 10 - 14 lanes.
On the middle axis of the route, an elevated road (overpass) about 3.55 km long with 4 lanes will be built, allowing vehicles to run at a maximum speed of 80 km/h.
Below is a parallel road system with 8 - 10 lanes wide, maximum speed of 60 km/h.

The entire route is expected to arrange 10 intersections. Among them, two locations under the Binh Loi and Binh Phuoc viaducts will be built with two-way underpasses, two lanes in each direction. When completed, these areas will form three-layer intersections, helping to separate traffic flow and increase traffic flow.
The remaining intersections are organized smoothly. However, thanks to the elevated road running throughout, intersection conflicts will be reduced, helping vehicles travel faster on the main axis and organizing BOT toll collection.
In addition, two bridges, Duc Nho and Ong Dau, on the route will be newly built with two bridge units, increasing the total scale to 8 lanes.
The total investment capital for the construction and installation part of the project is about 6, 271 billion VND arranged by the investor. The city plans to select an investor in the second quarter of this year, start construction early and complete in 2028. The toll collection time to recover capital is expected to be about 18 years and 6 months.

To have land for project implementation, the Ho Chi Minh City budget is expected to spend about 14,400 billion VND on compensation, support and resettlement.
According to calculations, the entire project occupies about 39.54 hectares of land in Hiep Binh ward.
The area of land recovered is about 16.57 ha, including more than 8.17 ha of residential land, 7.31 ha of agricultural land and about 2.05 ha of non-agricultural land; the rest is public land and traffic land managed by the state.
A total of 997 households are affected by the project, of which 220 households must be completely cleared (about 777 people). Currently, Hiep Binh ward is accelerating the payment of compensation and land acquisition to hand over the site this year.

National Highway 13 is a vital traffic axis connecting Ho Chi Minh City with Binh Duong province in the past. However, for many years, this road has become a bottleneck because the existing road surface is only about 6 lanes, passing through crowded residential areas, so congestion often occurs.
The project to expand the National Highway 13 section from Binh Trieu bridge to Binh Phuoc intersection was once included in the Binh Trieu 2 bridge and road project implemented in BOT form more than 20 years ago. However, the project was later stopped because the BOT contract was no longer suitable for reality.
After the National Assembly passed Resolution 98 in 2023, Ho Chi Minh City was allowed to re-apply the BOT form to existing traffic infrastructure upgrade projects, including National Highway 13.
