On June 2nd, the Ho Chi Minh City People's Committee issued a document directing the strengthening of the management of street beggars and subjects in need of emergency protection in the city.
According to the Ho Chi Minh City People's Committee, in the past time, departments, branches and localities have implemented many solutions to support vulnerable groups, and at the same time manage the situation of street beggars.
However, recently, there has still been a situation of children, the elderly and people with disabilities participating in begging for food on roads and public areas, affecting urban aesthetics, posing a potential risk of social evils and loss of security and order.
To rectify this situation, the Chairman of the Ho Chi Minh City People's Committee assigned the City Police to direct local police to strengthen patrols and strictly handle acts of herding, inciting, and luring children, people with disabilities, and the elderly to beg for profit.
Local police are assigned to promote residence management, administrative management of social order, promptly detect and handle cases of beggars arising in the area. At the same time, implement the issuance of personal identification codes and citizen identification cards to eligible subjects to serve management work.
The Ho Chi Minh City People's Committee also assigned the Department of Health to strengthen inspection and guidance for social assistance facilities in receiving, caring for, and nurturing social protection beneficiaries; coordinate with medical examination and treatment facilities to support health care for vulnerable people. The Department of Health is assigned to take the lead in advising on the promulgation of regulations on managing street beggars and subjects in need of urgent protection in the city.
The Department of Tourism coordinates with local authorities to request tourist areas, attractions, and festival venues to promptly prevent and handle the situation of begging, stalking, and soliciting tourists.
The Department of Education and Training is assigned to guide vocational training for street beggars and people in need of emergency protection at social assistance facilities. The Department of Home Affairs will implement policies on counseling, job introduction, and connecting recruitment needs to create career opportunities for people after being trained.
The Ho Chi Minh City People's Committee also requested the City Youth Volunteer Force to coordinate with functional agencies to inspect, remind and prevent the situation of children and street beggars clinging to tourists in public areas.
For the People's Committees of communes, wards and special zones, the city requires to review, statistically, and strictly manage cases of beggars; prepare dossiers to send subjects to social assistance facilities in accordance with regulations. At the same time, strengthen the implementation of social security policies, loan support, vocational training and job creation to help people in difficult circumstances stabilize their lives.
Notably, local authorities are assigned to mobilize people not to give money or items directly to beggars on the streets. Instead, people are encouraged to contribute through charity funds and social organizations with the function of supporting vulnerable people, in order to ensure that support reaches the right people and limit the situation of taking advantage of begging activities for personal gain.
