Ho Chi Minh City People's Committee has just issued a decision on authorizing the approval of the list of streamlined staff and funding for streamlining staff of agencies, organizations, and units under the management scope according to the provisions of Decree No. 154/2025/ND-CP of the Government.
According to the decision, the Chairman of the Ho Chi Minh City People's Committee authorizes the heads of specialized agencies, other administrative organizations under the City People's Committee, heads of public non-business units directly under the City People's Committee and Chairmen of People's Committees of communes, wards, and special zones to approve the list of streamlined staff and implementation funds for units under their management.
The subjects of application include cadres, civil servants, public employees and contract workers who enjoy policies like civil servants according to the provisions of Decree No. 154/2025/ND-CP.
In addition, the decision also applies to employees working under indefinite-term contracts in public non-business units in professional, nghiệp vụ positions or common professional title positions who are redundant due to human resource restructuring or organizational structure arrangement. Employees doing support and service work in administrative agencies and public non-business units who are redundant due to organizational structure arrangement are also subject to consideration, except for cases that enjoy separate policies when implementing organizational structure arrangement of the political system.
According to the Ho Chi Minh City People's Committee, authorized agencies and units must be responsible for their approval decisions, implement them in accordance with the scope, content and deadlines assigned; and be responsible before the law if they do not implement them in accordance with regulations.
In the process of performing assigned tasks, units are allowed to use the seal of their agency or unit to issue decisions within the scope of their authorization.
For the authorized party, the Chairman of the Ho Chi Minh City People's Committee is not allowed to continue to authorize tasks and powers assigned by the Government, the Prime Minister or central ministries and branches.
At the same time, the Chairman of the City People's Committee is responsible for monitoring, guiding, inspecting, and evaluating the implementation; ensuring the necessary conditions for agencies and units to complete the assigned tasks and be responsible to the Government, the Prime Minister and central ministries and branches for the contents assigned according to regulations.
The authorization period is implemented from July 10, 2026 to the end of May 31, 2028.
