Ho Chi Minh City continues to promote the arrangement and streamlining of the organizational structure, improving the effectiveness and efficiency of the political system's operations.

Ho Chi Minh City People's Committee has just issued a plan to implement Resolution No. 105/NQ-CP dated April 8, 2026 of the Government on the Action Program to implement Conclusion No. 210-KL/TW of the 13th Central Committee of the Party related to continuing to build and complete the organizational structure of the political system in the new period.

According to the plan, agencies and units under the city together with the People's Committees of wards, communes, and special zones will continue to review and arrange internal organizations in the direction of streamlining and operating effectively; perfecting functions, tasks and organizational structure, building an administration serving the people in a professional, modern, public, and transparent direction.

Ho Chi Minh City also continues to implement the arrangement of public non-business units, educational institutions, medical facilities and state-owned enterprises in accordance with the direction of the Central Government and the policy of the Standing Committee of the City Party Committee.

The Department of Home Affairs is assigned to preside over and coordinate with relevant agencies to advise and guide the arrangement of villages, residential groups, neighborhoods and non-specialized staff in communes, wards, and special zones in accordance with the Central Government's policy and the actual situation of the city.

After merging with Binh Duong province and Ba Ria - Vung Tau province from July 1, 2025, Ho Chi Minh City has reduced 38 district-level administrative units and 441 commune-level units, leaving 168 units, equivalent to a reduction of 64.9%.

The number of specialized agencies under the Ho Chi Minh City People's Committee also decreased sharply from 43 to 16 departments, down 62.8%; other administrative agencies decreased from 6 to 4 agencies.

For public non-business units, the city has reduced from 57 to 39 public non-business units directly under the Ho Chi Minh City People's Committee and maintained 1 Ba Ria - Vung Tau Development Investment Fund as a state financial institution. Public non-business units under departments and branches have also decreased from 561 to 377 units.

At the commune level, there are currently about 2,386 non-business units, including 1,935 public non-business units, 168 health stations, 168 public service supply centers and 107 construction investment project management boards. The city is continuing to study arrangement plans in a streamlined and practical direction.

Regarding personnel work, Ho Chi Minh City has implemented a project to review, arrange, and arrange cadres, civil servants, and public employees in communes, wards, and special zones to overcome the situation of "surplus - shortage" of personnel.

Among 1,052 redundant civil servants, the city has resolved 460 cases, reaching 43.53%. If including the planned plans for the coming time, the number of redundant civil servants arranged and arranged will reach 816 people, equivalent to 77.56%.

In the opposite direction, for the 935 missing civil servants, the city has resolved 354 cases, reaching 37.86%; it is expected that after completing the plans, 640 cases will be resolved, equivalent to 68.45%.

Ho Chi Minh City assigned 18,548 civil servant positions, of which the city level is 7,625 positions and the commune level is 10,923 positions. As of March 20, 2026, the actual number of civil servants present is 15,900 people.

For civil servants, the city assigned 135,341 payroll positions from the state budget. As of March 20, 2026, the actual number of civil servants is 126,213 people, of which the city level is 30,076 people and the commune level is 96,137 people.
