Ho Chi Minh City People's Committee has just issued the 2026 Drainage and Flood Prevention Plan.
According to the plan, this year, Ho Chi Minh City will complete 9 flood control and drainage projects with a total capital of over 7-100 billion VND. These projects are expected to handle 3 out of a total of 50 severe flooding points in the city (flooding from 30 cm or more, lasting over 30 minutes).
In the old Ho Chi Minh City area, the city will complete 3 projects with a total investment of about 1,342 billion VND, contributing to handling two flooding points on Phan Van Hon and Binh Quoi streets.
In which, three landslide prevention projects on Thanh Da peninsula will be completed, including: section 2 (Saigon Domaine hotel area), section 3 (Binh Quoi - Cay Bang - Rach Chua) and section 4 (from Ly Hoang villa to La San Mai Thon church).
In the former Thu Duc City area, the city will complete the dredging project of drainage canals in the Tang Nhon Phu A market area with a total capital of more than 4.2 billion VND.
In the old Binh Duong area, it is expected to complete 4 projects with a total capital of more than 5,437 billion VND, including: upgrading and expanding DT. 748 road; building a drainage system on DT. 744 section passing through An Tay and Phu An communes; Di An drainage project and Tan Dong Hiep Industrial Park; building embankments to reinforce the Saigon River bank from Tho Ngu bridge to Bay Tra canal.
The old Ba Ria - Vung Tau area will complete a project worth about 366 billion VND, which is the main drainage line along National Highway 51 in Phu My ward.
In addition to investment projects, the Ho Chi Minh City People's Committee also implements many non-constructive solutions to improve flood control efficiency in the context of rapid climate change and urbanization.
Accordingly, the city will review and adjust the entire drainage planning after the merger, integrating the planning of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau before to build a drainage system in an inter-regional, inter-basin direction.
Ho Chi Minh City will also adjust the Project on flood control and wastewater treatment for the period 2020 - 2045, focusing on comprehensively assessing the current status of drainage infrastructure; updating climate change scenarios such as sea level rise, land subsidence; developing regulating lakes, water storage parks and green infrastructure solutions.
At the same time, the city will apply digital technology in drainage system management through GIS platforms, artificial intelligence (AI), real-time data; and at the same time complete the FEDS online flood reporting software to support operations.
The government will also strengthen inspection and strictly handle cases of encroachment on canals, ditches and drainage corridors; clear local bottlenecks, ensuring synchronous drainage systems are connected between localities.
After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City currently has 159 points that are frequently flooded, including 76 points in the old Ho Chi Minh City area, 52 points in the old Binh Duong and 31 points in the old Ba Ria - Vung Tau.
According to statistics from the Ho Chi Minh City Department of Construction, from the beginning of 2026 to now, the city has recorded 26 roads flooded due to rain, with a common depth of 10-30 cm. In addition, there are 8 roads that are regularly affected by high tides.
