Speaking at the groundbreaking ceremony, Vice Chairman of Ho Chi Minh City People's Committee Nguyen Cong Vinh said that the inauguration and groundbreaking of a series of key infrastructure, urban, and social security projects is a practical activity to celebrate National Day, and also demonstrates the commitment to developing infrastructure and rebuilding urban areas for the benefit and quality of life of the people.
The event takes place in the context of Ho Chi Minh City achieving many positive socio-economic results after the first 8 months of 2026. The city is focusing on completing the overall plan of Ho Chi Minh City, while applying the resolutions of the Central Government and new mechanisms and policies to remove bottlenecks, unlock resources, and create momentum for the double-digit growth target.
The policy of urban embellishment in Ma Lang area, Ga - Gao market of Ho Chi Minh City is a breakthrough, receiving special attention from the people.
The Ma Lang area (3.8ha, bordered by Nguyen Trai, Tran Dinh Xu and Nguyen Cu Trinh streets) will be built with technical infrastructure, social infrastructure, inter-level schools 1, 2 and build a residential area for resettlement - including apartment buildings that are social housing of about 38 floors with 1,400 apartments and low-rise housing of about 93 units.
The Ga - Gao market area (about 4,350m2, limited by Nguyen Thai Hoc, Vo Van Kiet, Yersin and alley 3 Yersin streets) will be invested in technical infrastructure, social infrastructure and build a residential area to serve resettlement - including apartment buildings that are social housing of about 35 floors with 760 apartments. Thus, the total number of resettlement housing for both areas is 2,253 units.
The preliminary total investment for the project is estimated at about 16,370 billion VND, mobilized 100% of capital by the investor, Khang Dien Housing Investment and Trading Joint Stock Company. The implementation period is from 2026, and by 2029 it will be handed over and put into operation.
For this project, the State pays the investor with a reciprocal land fund combined with payment from the state budget. According to the preliminary plan, the value of the reciprocal land fund is expected to be paid at about 10,734 billion VND, and the remaining value of 5,634 billion VND is expected to be paid from the state budget according to the contract implementation progress.
