HCMC speeds up construction of a series of key transport projects in the East

Ho Chi Minh City speeds up the construction of eastern projects such as An Phu, My Thuy intersections, and Ring Road 2 to connect inter-regionalally, and complete the 2025-2027 phase synchronously.

According to the Ho Chi Minh City Traffic Construction Investment Project Management Board, the An Phu intersection project has now reached about 70% of the construction volume. In particular, the HC1-01 underpass and pumping station are being accelerated to be put into operation by the end of June 2025. The remaining items such as the HC2 tunnel branch, overpass and approach road are also being continuously constructed in 3 shifts per day to ensure progress. This is a key project at the eastern gateway of Ho Chi Minh City, playing a direct connection role with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said: "We are mobilizing maximum human resources and equipment to ensure the progress of the entire project, especially items that play a key role in connecting. Although both construction and traffic must be ensured with a large volume of vehicles, contractors are still maintaining continuous construction to achieve the set goals.

At My Thuy intersection, the project has completed the first two phases from 2019 to 2021, with important items such as the left turn underpass, overpass on Ring Road 2, Ky Ha 3 bridge - left branch and My Thuy 3 bridge (6 lanes). Phase 3 will start construction at the end of 2023, including the left overpass from Cat Lai to Phu My and Ky Ha 4 bridge. In April 2025, overpasses on Ring Road 2 - right branch and Ky Ha 3 Bridge - right branch (4 lanes) will also start construction.

The total investment for the project is 1,826 billion VND, of which phase 3 alone is 312 billion VND. The area of land clearance for the entire project is 16.6 hectares, involving 195 households. Currently, the Traffic Department is coordinating with the Thu Duc City People's Committee to hand over the remaining site in the third quarter of 2025, in order to complete the entire project by April 30, 2026.

In particular, section 3 of Ring Road 2 (27.7km long, from Pham Van Dong to Go Dua - National Highway 1) is currently temporarily suspended due to problems in site clearance and land fund payment procedures. The City People's Committee has assigned an interdisciplinary working group chaired by the Department of Construction, in coordination with the Department of Finance and related units to focus on resolving the issue. The goal is to resume construction of the remaining items and complete the route in sync with the remaining sections before June 2027. This project is not currently directly managed by the Traffic Department.

According to Mr. Luong Minh Phuc, projects such as An Phu, My Thuy and Ring Road 2 are all strategic transport projects, playing an inter-regional connection role, serving the transportation of goods and passengers in the East of Ho Chi Minh City and major ports such as Cat Lai and Phu My.

The Ho Chi Minh City People's Committee has identified the development of transport infrastructure as one of three breakthrough programs, prioritizing the allocation of public investment capital for projects connecting ports, industrial parks and Thu Duc City. The city has established a Steering Committee for key traffic projects headed by the Chairman of the Ho Chi Minh City People's Committee, assigning Vice Chairman Bui Xuan Cuong to directly inspect the scene and urge progress.

The Chairman of the Ho Chi Minh City People's Committee also regularly meets with departments, branches, localities and the Project Management Board to review slow-progressing projects, determine causes, assign specific responsibilities and require quarterly progress commitments. The Project Management Boards are also required to increase human resources, organize construction work 3 shifts/day and recommend strict handling of contractors who do not ensure progress.
