Localities run out of speed
Ho Chi Minh City rearranges 273 wards, communes and towns to 102 wards and communes (including 78 wards and 24 communes). In District 6, Chairwoman of the District People's Committee Le Thi Thanh Thao said that the locality will merge 10 existing wards into 4 new wards: Binh Tay, Binh Tien, Binh Phu and Phu Lam. The district is completing the editing of records, digitizing data and rearranging facilities for operation.
The current headquarters of District 6 People's Committee will be converted into the headquarters of Binh Tien Ward People's Committee - the most populous new ward. This is also the location of the District 6 Public Administration Center with a 24/7 automatic application receipt and return system, which has been in operation since March 2021. People just need to submit their application to the machine, get the receipt code and enter the code when coming to receive the results, minimizing waiting time.
In District 3, District Party Secretary Nguyen Thanh Xuan said that he had arranged a team of 471 cadres and civil servants for three new wards: Ban Co, Nhieu Loc and Xuan Hoa. In particular, Xuan Hoa ward will become an administrative center with the head office at 99A Tran Quoc Thao (currently the headquarters of District 3 People's Committee). District 3 has reviewed and arranged 177 addresses for use as working headquarters for agencies and organizations in the new wards.
District 3 is also focusing on promoting the application of information technology, document digitization and upgrading technical infrastructure to ensure the settlement of administrative procedures quickly and accurately.
In District 12, according to District Party Secretary Tran Hoang Danh, the locality has basically formed 5 new wards and completed the arrangement of cadres, executive committees, standing committees as well as key positions. Currently, the District 12 Public Administration Center is still located at the headquarters of the District People's Committee. In the coming time, the dossier receiving function will gradually be transferred to the ward level.
District 1 Party Secretary Duong Anh Duc informed that when piloting the two-level government model, cadres will have to "play two roles", both solving the work of the old ward level and taking on tasks according to the new model. Mr. Duc warned that if not prepared carefully, there will be many possible problems.
Mr. Duc also said that the districts are still processing documents according to their old authority, but many things cannot be completed before June 30. Therefore, departments and branches need to soon issue specific instructions to handle unfinished work after July 1, to avoid losing documents and causing frustration for people.
Standardizing the system, training staff
Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, informed that she is coordinating with departments, branches, districts and towns to train cadres and civil servants to operate the new administrative system. Administrative procedures (APs) have been pre-constructed on the shared system of Ho Chi Minh City; when the district level stops operations, the file processing unit will be adjusted accordingly.
The most difficult thing is to train people to operate the system well, said Ms. Trinh. The Ho Chi Minh City Digital Transformation Center will provide online and in-person training and organize trial practice to help civil servants get acquainted with the procedures for handling documents at the ward level.
The documents submitted in June will be processed according to the transition plan: Depending on the nature, they will be transferred to the department, branch or ward People's Committee for settlement, without causing disruption to the people.
Ensuring streamlining, efficiency, serving the people
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested localities to complete the review and arrangement of apparatus, records, and public assets, ensuring readiness to operate from July 1. Mr. Duoc emphasized the principle of " shifting from management thinking to service thinking", all decisions and actions of the government must put the interests of the people first.
According to Mr. Nguyen Van Duoc, the future orientation is to clearly decentralize: The commune-level public administrative service center will receive and process records for households and individuals; while the city-level center will process records related to businesses, with interconnected and synchronous management software.
Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen requested that the process of arranging administrative units and operating local governments at two levels must be implemented smoothly, without interrupting the daily operations of people and businesses.
Mr. Nen emphasized that Ho Chi Minh City needs to seriously implement the work of reviewing, counting, and handing over assets and documents in a complete, synchronous, and smooth manner throughout the entire transfer process.
The determination of public administrative centers for wards and communes after the arrangement must also be carefully considered, ensuring convenient locations for people and businesses to easily access when performing administrative procedures. At the same time, the public administrative center must be capable of fully meeting the functions and tasks of the locality after the reorganization.
Binh Duong is ready to operate 36 new communes and wards

When merging with the two provinces of Binh Duong and Ba Ria - Vung Tau, the new Ho Chi Minh City will have 168 commune-level administrative units, including 113 wards, 54 communes and Con Dao special zone.
Binh Duong province is urgently completing preparations to operate 36 new commune and ward-level administrative units.
Binh Duong Provincial Party Secretary Nguyen Van Loi emphasized that the merger aims to streamline the apparatus, but must improve the efficiency of serving the people. "The new ward must handle administrative procedures quickly, closer to the people, and closer to the people," said Mr. Loi.
Mr. Loi suggested that Thu Dau Mot City coordinate with departments and branches to complete facilities, digitize records, and arrange personnel to test operate Binh Duong Ward from June 15 and officially operate on July 1.
Standing Deputy Secretary of the Binh Duong Provincial Party Committee Nguyen Loc Ha requested clear guidance on functions, tasks and workplaces for each new commune and ward. The Department of Finance develops a plan for facilities and equipment; the Public Administration Service Center coordinates with departments to guide the process of receiving and processing documents.
Regarding personnel, the Department of Home Affairs coordinates with the Provincial Party Committee's Organizing Committee and localities to develop policies for non-professional forces to quit their jobs, and at the same time guide the transfer of cadres from districts to communes, ensuring stable and uninterrupted operations.

Can Tho ensures new communes and wards are ready for operation

Commune-level administrative units in Can Tho will officially come into operation from July 1, 2025. To facilitate the work, on June 8, Party Central Committee member, Secretary of Can Tho City Party Committee Do Thanh Binh; Chairman of the People's Committee of Truong Canh Tuyen City; Permanent Vice Chairman of the People's Committee of Duong Tan Hien City, together with leaders of the Department of Finance, the Office of the City People's Committee conducted a survey to grasp the actual situation in some communes and wards expected to be merged in the districts of Ninh Kieu, Binh Thuy, O Mon, and Thoi Lai District.
Accordingly, the delegation went to work and survey the People's Committee of An Khanh Ward (where it is expected to be arranged as the headquarters of the People's Committee of Tan An Ward, after merging An Khanh Ward and Hung Loi Ward of Ninh Kieu District), the People's Committee of Dinh Mon Commune (expected to arrange the headquarters of the People's Committee of Truong Thanh Commune after merging Tan Thanh Commune, Dinh Mon Commune and Truong Thanh Commune of Thoi Lai District), the People's Committee of Phuoc Thoi Ward (expected to arrange the headquarters of the People's Committee of Phuoc Thoi Ward after merging Truong Lac Ward and Phuoc Thoi Ward of O Mon District), the People's Committee of Thoi An Dong Ward (expected to arrange the headquarters of the People's Committee of An Dong Commune after merging Trac and Dong Thuong Ward of Binh Binh Binh District).
The working group grasped the situation of facilities, organizational structure, and arranged departments at new headquarters of communes and wards after the arrangement.
Chairman of the People's Committee of the city Truong Canh Tuyen noted that local leaders should focus on issues of ensuring living conditions for the staff at the new headquarters such as accommodation and food. At the same time, transferring administrative procedures, connecting information technology systems, and storing records in digital form is also extremely important.
"We direct districts and towns to continue reviewing and proposing additional necessary items, ensuring that by July 1, 100% of communes and wards are ready to operate, without interruption of administrative procedures and tasks according to the decentralization", said Chairman of the People's Committee of Truong Canh Tuyen City.
According to the approved project, Can Tho will have 32 communes and wards from the current 80 communes and wards.

Binh Dinh selects 3 commune-level units to test the new model
Binh Dinh Provincial Party Secretary Ho Quoc Dung said that the province is piloting the new organizational model at 3 commune-level units, including 1 ward, 1 plain commune and 1 mountainous commune. This is a preparation step to research, learn from experience and make appropriate adjustments before officially applying widely. During the trial period, Party agencies, authorities, the Fatherland Front and mass organizations will coordinate to operate according to the new model. After that, the province will organize a meeting with all Secretaries and Chairmen of the new communes and wards to summarize, learn from experience, and ensure the apparatus operates smoothly when officially transforming.

Da Nang proposes to adjust the directive document
Also at the meeting on June 5, the Standing Committee of the Da Nang City Party Committee reflected some shortcomings in the staff arrangement plan according to recent conclusions of the Central Committee. Accordingly, Conclusion No. 150-KL/TW dated April 14, 2025 allows the number of deputy heads to exceed the prescribed level for 5 years after the merger. However, Conclusion No. 153-KL/TW dated May 16, 2025 limits the Provincial People's Council to a maximum of 2 full-time delegates, causing difficulties in arranging strategic personnel. Faced with this overlapping situation, Da Nang proposed that the Politburo and the Secretariat soon consider adjusting it, ensuring unity and facilitating the implementation of the new organizational model.
