Decision No. 1073 of the Government clearly states the National Training Plan on the organization of the apparatus operating local governments at 2 levels; decentralization, delegation of authority and determination of authority.
The purpose and requirements of the Plan are to ensure the unified direction of the Politburo, the Secretariat, the Government, and the Prime Minister on the principles of decentralization, delegation of authority and division of authority when operating the 2-level local government organization model, ensuring the implementation of the motto: " Locality does, locality decides, locality is responsible".
Timely deploy legal documents on the organization of local government at 2 levels; decentralization, delegation of authority and division of authority.
At the same time, equip knowledge and skills for cadres and civil servants, especially cadres and civil servants at the provincial and commune levels (new) after the arrangement on basic issues of operation of local governments at 2 levels; receive authority, determine functions and tasks, decentralize and delegate authority from the central to local levels.
Ministries and ministerial-level agencies promptly guide, resolve problems and difficulties, make recommendations and propose problems from local realities, ensuring unified, continuous, smooth, uninterrupted and effective operations when organizing the 2-level local government model.
According to the Plan, organize nationwide online training including the following locations: Government Headquarters; People's Committees of provinces and centrally run cities and all district and commune-level locations within the scope of provinces and centrally run cities.
The time is 1.5 days, starting from Saturday, June 14, 2025 to Sunday, June 15, 2025.
At the Government headquarters, Politburo members and the Prime Minister will chair the training conference.
At the meeting point, People's Committees at all levels: Secretaries and Chairmen of People's Committees of provinces and centrally run cities chaired the Conference.
The participants at the provincial level include: Provincial Party Committee, government, cadres, civil servants of professional agencies and equivalents under the Provincial People's Committee; District level includes cadres of the Party Committee, government, cadres, civil servants of professional departments and equivalents under the District People's Committee; Commune level includes leaders of Party committees, authorities, cadres, civil servants at the commune level.
At the June task implementation conference of the Ministry of Home Affairs held recently, Minister of Home Affairs Pham Thi Thanh Tra mentioned the task of continuing to implement many decrees related to decentralization, delegation of authority, division of authority, guidance for the two levels of government on basic and core issues such as functions, tasks, powers, organizational structure, guidance on staffing standards and working regulations.
According to the Minister of Home Affairs, the National Assembly will approve the Project on the arrangement of provincial and commune-level administrative units. The National Assembly Standing Committee will give its opinion on this before June 10.
After that, the National Assembly will pass a Resolution on the arrangement of provincial and commune-level administrative units to ensure commune-level operation from July 1 and the provincial government will officially operate from the beginning of August. Thus, most legal documents must be completed in June 2025.
