Ho Chi Minh City People's Committee has just issued a decision regulating the number of civil defense teams and the number of civil defense team members in neighborhoods, hamlets, and residential areas in the area.
According to this decision, the whole city has 5,947 civil defense teams, corresponding to 5,947 neighborhoods, hamlets, and residential areas belonging to wards, communes, and special zones, with a total of 21,224 members.
The Ho Chi Minh City People's Committee also has a document assigning the City Police to direct the commune-level Police to advise the People's Committees of wards, communes, and special zones in establishing civil defense teams.
Local police forces directly support management, guidance, assignment of tasks and inspection of the activities of the civil defense team; periodically organize training and fostering of legal knowledge as well as fire prevention and fighting (PCCC) and rescue (CNCH) nghiệp vụ for this force.
The People's Committee of Ho Chi Minh City assigns the Chairmen of the People's Committees of wards, communes, and special zones to issue decisions to establish self-defense teams, appoint team leaders and deputy team leaders, and recognize team members.
Local authorities must ensure funding, workplaces, equipment, training conditions, professional development and maintain the operational efficiency of the civil defense force. In addition, teams are fully equipped with means to serve fire prevention and fighting and rescue according to current regulations.
Previously, in December 2025, the Ho Chi Minh City People's Council issued Resolution No. 68/2025/NQ-HĐND stipulating criteria for establishing self-defense teams and criteria for the number of members of self-defense teams in the area.
According to the resolution, each neighborhood, hamlet and residential area establishes 1 civil defense team. The number of members is arranged based on the population size of each area.
Neighborhoods, hamlets, and residential areas with up to 2,700 people are arranged with 3 members, including 1 team leader, 1 deputy team leader and 1 team member. Areas with over 2,700 to 3,600 people are arranged with 1 additional team member; for every additional 900 people, 1 additional team member is added.
Regarding regimes and policies, the Ho Chi Minh City People's Committee applies support levels for civil defense forces similar to those participating in protecting security and order at the grassroots level.
The city supports 100% of voluntary social insurance contributions and 100% of health insurance for this force. The head of the civil defense team enjoys a regular support level equivalent to the head of the grassroots security and order protection team, which is 6.5 million VND/person/month; the deputy head of the team enjoys 6.3 million VND/person/month.
For members of the civil defense team, there are currently no separate support levels. However, in case members are also members of the grassroots security and order protection team, they are entitled to a support level of 6 million VND/person/month.
Therefore, Ho Chi Minh City will prioritize selecting members of the civil defense team who are also members of the grassroots security and order protection team to ensure their rights and policies according to regulations.
